REVISION TO PROPOSED SPECIFICATIONS IN TECHNICAL SPECIFICATIONS CHANGE REOUEST 164 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On January 26, 1994, Wisconsin Electric Power Company, the licensee for Point Beach Nuclear Plant, Units 1 and 2, submitted Technical Specifications change Request 164 to the NRC. This change request proposed revisions that would modify Technical Specification 15.3.0,

" General Considerations," to incorporate requirements similar to those contained in NUREG-1431, " Westinghouse Owner's Group Improved Standard Technical Specifications." On December 1, 1994, in response to questions raised by the NRC's Technical Specifications Branch, we submitted clarifying information concerning the proposed changes.

During a recent conversation with the NRC Project Manager for Point Beach, we were informed that Technical Specifications Change Request 164 would not be approved in its current form. The NRC Technical Specifications Branch voiced concerns regarding our request for specifications allowing the sequential shutdown of the two Point Beach units should a dual-unit shutdown be required. In response to this information, we are enclosing marked-up Technical Specification pages that no longer contain requirements in TS 15.3.0.A and TS 15.3.0.B concerning dual-unit shutdown.

Additionally, these marked-up pages contain minor editorial changes being made in response to other concerns raised by NRC reviewers.

TS 15.3.0.D is being revised to remove the word " degraded" from the proposed specification and retain the word " inoperable." This change is editorial in nature and restores the existing wording for that portion of the specification. TS 15.3.0.D.2 is being revised to state that, "All required redundant system (s), subsystem (s),

train (s), component (s), and device (s) are operable." The term ,

" required" is proposed for inclusion in this specification in order )

to clarify which systems,-subsystems, trains, components, and i devices must be-operable. Minor changes to the bases section for  !

Section 15.3.0 and 15.3.3 are also-proposed. These changes are )

all editorial in nature and support the proposed changes to Section 15.3.0. j

-i In addition to the above changes, we also propose to delete a note for Specification 15.3.3.D.1.a. This note delineated requirements  ;

that were applicable during the Unit 1, 1995 refueling outage. This outage has already;been satisfactorily completed, removing the need-  ;

for-the note. The proposed deletion of this note is administrative  ;

in nature and will'not have any effect on the operation of Point Beach.

We believe that these new changes, in conjunction with the changes described in the original change request, will enhance the continued safe operation of Point Beach. Additionally,-we believe that the '

safety evaluation and no significant hazards evaluation contained in the original change request are adequate and need not be modified.

For completeness, a marked-up copy of Section 15.3.0, in its entirety, is being included. We request that you promptly process this change request.
