?Q C0ft0HWEALTH EDISON COMPANY DOCKET NO. 50-373 LA SALLE COUNTY STATION, UNIT 1 AMENDMENT TO FACILITY OPERATING LICENSE License No. NPF-11 Amendment No. 2 1.

The Huclear Regulatory Commission (the Commission or the NRC) having found that:

A.

The application for sendment by the Commonwealth Edison Company, dated May 24,1982, June 1,1982, June 7,1982, and June 14, 1982, complies with the standards and require 1ents of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations set forth in 10 CFR Chapter I; B.

The facility will operate in confomity with the application, the provisions of the Act, and the regulations of the Canmission; C.

There is reasonable assurance:

(t) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the cannon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachnent to this license amendment and paragraph 2.C.(2) of the Facility Operating License No. NPF-11 is hereby amended to read as follows:

(2) Technical Specifications The Technical Specifications contained in Appendicies A and B, as revised through Amendment No. 2, are hereby incorporated in the license. The if tensee shall operate the facil'ty in accordance with the Technical Specifications.

0 CONTAINMENT SYSTEMS 3/4.6.6 PRIMARY CONTAINMENT ATMOSPHERE CONTROL DRYWELL AND SUPPRESSION CHAMBER HYDROGEN RECOMBINER SYSTEMS LIMITING CONDITION FOR OPERATION 3.6.6.1 Two independent drywell and suppression chamber' hydrogen recombiner

APPLICABILITY:

OPERATIONAL CONDITIONS I and 2.

ACTION:

With one drywell and/or suppression chamber hydrogen recombiner system inoperable, restore the inoperable system to OPERABLE status within 30 days or be in at least HOT SHUTDOWN within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

SURVEILLANCE REQUIREMENTS 4.6.6.1 Each drywell and suppression chamb'er hydrogen recombiner system shall be demonstrated OPERABLE:

At least once per 92idays by cycling each flow control valve and a.

recirculation valve through at least one complete cycle of full travel.

b.

At least once per 6 months by verifying, during a recombiner system functional test:

That'the heaters are OPERABLE by determining that the current 1.

The resistance to ground for any heater phase shall be greater than or equal to 100,000 ohms.

By measuring the leakage rate:

By measuring the leakage rate of the system outside of the containment isolation valves at P, 39.6 psig, on the schedule 3

SPECIAL TEST EXCEPTIONS 3/4.10.7 CONFIRMATORY FLOW INDUCED VIBRATION TEST LIMITING CONDITION FOR OPERATION 3.10.7 The provisions of Specifications 3.6.1.1 and 3.7.3-may be suspended to permit the drywell head to be removed and the RCIC system to be inoperable witn a nitrogen supply line connected to the reactor vessel at the RCIC injection connection in order to perform the confirmatory flow induced vibration test prior to first reactor criticality.

In addition, the' provisions of the following specifications which are applicable during HOT SHUTOOWN may be suspended so that the unit may be brought to HOT SHUTDOWN and maintained in HOT SHUTDOWN for the duration of the test by non-nuclear heatup provided that initial reactor criticality has not occurred.

Upon successful completion of the test or initial reactor criticality, whichever occurs first, this specification is cancelled.

Performing a system functional test which includes ~ simulated automatic actuation and verifying that each automatic valve actuates to its correct position.
