Dear Mr. Crane:
We have reviewed the proposed plan by Teledyne Engineering Services (TES) for Phase I of the Independent Design Verification Program (IDVP).
We have determined that the plan responds to item (3) of Comission Order CLI-81-30 of November '19,1981 and includes.the design verification elements identified in item (l.a) of the Order.
We also tetermined that the plan responds to the staff recommendations contained in SECY-82-89, as revised and voted upon by the Commission on March 4, 1982, and to the concerns and requests raised by the staff in meetin'gs on February 3 and March 25, 1982 and in my letter of March 19, 1982. We find that some additional clarification is needed as stated in the enclosure and request that this be done in a prompt revision to the plan.
Based on our above findings, pursuant to the Comission's direction of March 8, 1982 pe hereby approve the TES plan for Phase I of the IDVP.
We also reviewed your plan for the PG&E Technical Program which responds to the staff request made in the meeting on March 25, 1982. We have determined that the plan adequately covers those activities which PG&E as the licensee for Diablo Canyon Unit 1 is required to perform. We hereby approve the plan.
Our approval of the TES program plan for Phase I is limited to the activities covered by the plan and does not apply to the adequacy of the Phase I activities as the bases for reinstating the license which was suspended by the Commission Order.
As you know, we have expressed some concerns on the adequacy of the scope of Phase I with respect to the reinstatement of the license for Diablo Canyon Unit 1.
The concerns are based on the findings by R. F. Reedy, Inc. of the audit of the PG&E (and contractors) qu'ality assurance activities as applied to the seismic design of Diab.lo Canyon Unit 1.
We discussed the matters with Mr. Reedy in a meeting on April 1, 1982, which was also attended by your staff.
We are currently evaluating the Reedy findings and your comments on these findings which you provided by letter dated Apiil 15, 1982. We will inform you promptly of any changes, if any, that are required to meet the objective of the Phase I program as stated in item (5) of the Commission Order.

The ID P plan should include additional information on the professional qualificati,on and background of the structural review team (Section 7.4.6).

The inclusion of structural element samples in response to a Commission request is identified in Section 3.0 and in Appendix D, Sections 5.1 gnd 5.4.1.2(e).
Table I of Appendix D should identify the specific structural element samples included in the IDVP.
