WO-HUNDRED-SIXTY-FIRST MEETING 0F THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, JANUARY 7-9, 1982
Dear Dr. Palladino:
The Advisory Committee on Reactor Safeguards held its 261st meeting in Washington, DC on January 7-9, 1982.
Items considered at this meeting are summarized below:
261st ACRS Meeting The Committee met with representatives of the Office of Nuclear Regulatory Research to discuss the NRC Safety Research Program budget for Fiscal-Year 1983.
Committee members discussed the proposed ACRS report to the U.S. Congress on the NRC safety research budget request to be submitted to the President for congres-sional action. The Committee plans to complete this report during the 262nd ACRS meeting.
The Committee approved a memorandum to the ED0 concerning the need for Staff

action regarding systens interactions that might lead to significant degradation of safety. The ACRS requests an NRC Staff response with respect to plans for a systems interaction study of Indian Point Unit 3, as well as for other nuclear plants. A copy of this memorandum has been sent to you.
The Committee heard and briefly discussed a presentation by representatives of the General Electric Company regarding a proposed BWR standard plant design which will incorporate several design improvements as well as a nuclear island arrangement that will provide a more integrated plant design. The Committee was l
favorably inclined toward this approach, but concluded that additional changes I
may be appropriate before such a plant can be licensed. The ACRS plans to continue interaction with the NRC Staff and the General Electric Company regard-ing the adequacy of this design.
The Committee heard and briefly discussed a presentation by representatives of the Westinghouse Electric Corporation regarding a proposed PWR standard plant design which will incorporate a number of design improvements including use of a nuclear island that will provide a more integrated plant arrangement. The Committee was encouraged by this approach, particularly by some innovative thinking regarding improved provisions for decay heat removal, control of occu-pational exposure, and physical separation of redundant systems. observed, however, that additional changes may be appropriate before such a plant is considered suitable for licensing. The ACRS plans to continue inter-action with the NRC Staff and the Westinghouse Electric Corporation regarding the suitability of this design development.
The Committee met with representatives of the NRC Staff to discuss human factors k
considerations expressed in NUREG-0700, " Guidelines for Control Room Design,"
NUREG-0801, " Evaluation Criteria for Detailed Control Room Design Review," and NUREG-0835, " Human Factors Acceptance Criteria for the Safety Parameter Display System." The Committee was infonned that these documents will be referred to the NRC Committee to Review Generic Requirements for further evaluation.
Members of the Committee presented ACRS' and personal views at a briefing of the Commissioners on Reactor Pressure Yessel Water Level Indicators held on January 8, 1982.
The Committee was briefed by members of the NRC Staff regarding the status of the CRBR project and the plan for regulatory review of the proposed site and planned design.
