l 2.1.1 Oveg end llcavy Load llandling Systems As stated in our October '81 report hoist A-5 does not handle heavy loads over safety related equipment and is therefore excluded by Article 5.1.1 of NUREG 0612.
The District has implemented the requirements of NUREG 0612 for Auxiliary Bldg.
hoist A-1 as follows:
1.
The load path of this hoist is predetermined by the routing of the rail.
2.
SMUD Maintenance Procedure M135, Control of lleavy Loads, controls the use of this hoist.
3.
Only trained, qualified operators are permitted to operate this hoist.
- 4. No special lifting. devices are used with this hoist.
5.
Slings used with this hoist are controlled by SMUD Maintenance Procedure M133. Iland11ng, Inspection and Storage of. Lifting and Rigging Equipment.

A review of the hoist design against the requirements of CMAA-70 has been performed.

The drop of all known heavy loads was analyzed.
Safety system equipment was not endangered by any-of-these drops.
The District has implemented the requirements of NUREC 0612 for the Reactor Building Jib Crane as follows:
1.
Load paths have been defined'for.the Jib Crane.
2.
SMUD Maintenance Procedure M30, Incore Monitor llandling and Disposal, controls the use of this crane.
3.
Only trained, qualified operators are permitted to operate this crane.
4.
No special lifting devices are used with this crane.
5.
Slings used with this hoist are controlled by SMUD Maintenance Procedure M133.
6.
SMUD Surveillance Procedure SP201.05B provides-for the periodic inspection of this hoist.
7.
A review of the hoist design against the requirements of CMAA-70 has been performed.
8.
Electrical interlocks and mechanical stops are being added to this crane to preclude traveling over the core.

The District has implemented the requirements of NUREG 0612 for the Spent Fuel Pool stop log hoist as follows:
1.
There is no load path for this hoist since it can only make a vertical lift.
2.
SMUD is preparing a procedure for lifting the stop log.
3.
Only trained, qualified operators are permitted to cperate this hoist.
4.
No special lifting devices are used with this baist.
5.
Slings used with this hoist are controlled by SMUD Maintenance Procedure M133.
6.
SMUD Sutve111ance Procedure SP201.06C provides for the periodic inspection of this 1.oist.
7.
Since this hoist is to be replaced, no review.of its design has been performed.
The District has implemented the requirements of NUREC 0612 for the Turbine Building Gantry Crane as follows:
1.
Only trained, qualified operators are permitted to operate this crane.
2.
No special lifting devices are identified for lifts in or over the Spent Fuel Building.
Special lifting devices may be needed wh n handling a spent fuel shipping cask.
3.
Slings used with this hoist are controlled by SMUD Maintenance Procedure M133.
4.
SMUD Surveillance Procedure SP201.06 provides for the _ periodic inspection of this crane.

2.1.2 Safe Load Paths Load paths have been defined and placed in operating procedures. Changes to these procedures require plant safety review committee approval.
In defining these paths, the District used the following criteria:
1.
Travel over irradiated fuel and safe-shutdown equipment should be avoided.
2.
Path length shall be minimized.
3.
Changes in direction, elevation, and hoist and travel speeds shall be minimized.
4.
Path shall follow structural members if criteria 1-3 are not compromised in doing so.
It is the District's position that to extend load paths will result in a decrease in plant safety.
Load paths will not be marked on flonrs.
Superposition of numerous load paths would assuredly confuse the crane operator or spotter and increase the probability of a load drop. An "exclusioc zone" has been marked around the core.
2.1.3 Load llandling Procedures Procedures have been established for the handling of all identified " heavy loads" that are or could be handled over or in proximity to irradiated fuel or safe shutdown equipment. These procedures contain drawings on which the load paths are clearly marked.
In addition, Administrative Procedure 3. Work Request has been revised to require notification of a maintenance engineer or shift supervisor whenever a heavy load is moved in the Auxiliary Building, P.cactor Building, Reactor Yard or Spent Fuel Building.
If required, the engineer or shift supervisor would prepare a new procedure for the lift per District Maintenance Procedure M135, control of IIcavy Loads prior to moving the load.

2.1.5 Special Lifting Devices The District's special lif ting devices were designed and fabricated prior to the issuance of ANSI N14.6-1978. They were designed and fabricated to industry standards in effect and good engineering practice.
Our consultant, Quadrex Corporation, has made a comparison of the features of our special lifting devices and the.provisione of ANSI N14.6-1978 to the extent that available information' permitted.
Attached are the results of this exercise.
The District does not plan any modification to 'our special lif ting devices as a result of this investigation.

These lifting devices used with the polar Crane were evaluated to determine their adequacy in accordance with the applicable sections of ANSI N14.6-1978 and ANS1 B30.9-1971.
In this evaluation, a dynamic loading factor of 1.25 was used which is consistent with the previous evaluation reported in amendment 15, appendix 9A of the FSAR (reference 22).
Evaluation results showed that the lifting devices, except the Internals Handling Extension, satisfy the ANSI stress criteria. The nominal lifting load for this device is 352 kips, and the test load is 528 kips. The actual load is 237 kips.
Thus, even though its capacity per ANSI N14.6-1978 could not be determined, the device is considered adequate, as the test load far exceeds the actual load.
It is noted here that the above evaluation was based on stress design factors specified in section 3.2.1.1 of ANSI N14.6-1978:
three for checking with the l

yield stress, and five'for checking with ultimate stress. Doubling these fictors per section 6 of ANSI Ni4.6-1978 (i.e., using six times and ten times tl'e static plus dynamic loads for checking with the yield stress and the ultimate stress, respectively),, is not considered justified for the following reasons:
a.
For conventional structural and stress analysis of tension members, a margin of safety of 1.5 is typically used, which is equivalent to using a stress design factor of 1.5.
Unless the uncertainties of the load, the material, and the analyses method are extreme, the use of a very high stress design factor does not increase the real margin of safety, f
In other words, if the reliability is likely to be close to 100 percent with a stress design factor of 3.0, increasing this factor to six cannot increase the reliability any further, b.
Lifting devices used in Rancho Seco Plant undergo periodic inspection and load test.
This reduces the uncertainties significantly and should enable the use of lower stress design factors.

2.1.6 Lifting Devices Due to the conservative design of cranes for nuclear power plant use, travel speeds and therefore dynamic loads are relatively low.
A?!SI R30.9-1971, the standard to which the District procures slings requires a factor of safety of 5 for wire rope slings and 9 for nylon slings.
The District has a formal inspection program for slings which is defined by Maintenance Procedure M133, Handling, Inspection and Storage of Lifting and Rigging Equipment.
For these reasons, it is the District's position that the application of an additional factor of safety will not measurably reduce the probability of a sling failure. Slings will be selected as dictated by the Rancho Seco Safety Manual (AP-5) and the manufacturer's rating.

2.1.7 Cranes (Inspection, Testing and Maintenance)
All of the requirements for inspection, testing and maintenance of cranes called for in Chapter 2-2 of ANSI B30.2-1976 are contained within the maintenance and surveillance programs at Rancho Seco, with the er.ception that limit switches are verified at the beginning of each refueling outage rather than daily.

Review of Cranes The Polar Crane and the Can:ry Crane were designed according to EOC1 and AISC specifications and USAS B30.2 standard. The design specifications of these cranes were reviewed for compliance with the applicable guidelines of CMAA specification 70.
The review result showed that the cranes satisfy the general guidelines and ir. tent of CMMA specification 70 which are applicable for evaluating the potential for heavy load drop, with the exceptions of few items for which additional data are necessary.

Evaluation Summary for the Polar Crane The following documents were reviewed to evaluate the Polar Crane Design:
- Bid Specification and Drawings, Invitation No. C18.1 (reference 7).
- Polar Crane Girder Design by Harnischfeger Corporation (SMUD No. 6292-C18.03-4-1) (reference 23).
The polar crane was originally designed in accordance with the EOC1 and AISC specifications and USAS B30.2 standard.
Quadrex's review of the above-mentioned crane documents showed that the crane design satisfies the pertinent guidelines of CMAA specification 70 (reference 6) and ANSI B30.2-1976 (reference 4), except as follows:
a.
Torsion in Girder - Review of the above documents did not s
provide data on torsion in the girder resulting,from the starting and stopping of the bridge motor. However, this is not considered significant because of_the following reasons:
1.
Torsional stresses are likely.to be small for box-section girders; and 2.
The girders have flexible end ties.
b.
Trolley Frame - Section 3.7 of reference 6 (CMAA70) specifies the allowable stresses in the trolley frame which are independent of the type of steel. The design specification (reference 7) refers to AISC specification for allowable stresses.
Even though a direct comparison is not possible, use of AISC allowables is considered adequate.
Gears - Section 7.04H of the purchase specification (reference 7) c.
identifies the general and design requirements qualitatively.
This meets the intent of section 4.6 of CMAA70. A quantitative evaluation was not considered necessary for meeting the objective of NUREG 0612.
d.
Bearings - According to CMAA70, section 4.6, the maximum allowable pressure on the bearings is 1000 psi, which is less than the allowable pressure (1300 psi) specified in the purchase specification. Hence, actual design pressure data is required for a conclusive evaluation.
However, because of the margin of safety inherent in the code allowable values, the use of 1300 psi allowable bearing pressure would not cause any safety problem.
Shafts - Section 7.02G of the purchase specification (reference 7) e.
identifies the general and design requirements qualitatively.
This meets the intent of section 4.9 of CMAA70.
A quantitative evaluation was not considered necessary for the overall safety assessment of the crane.

Wheels ; Section '4.11 of.'ChA70 provides, among other requirements, '
recommended-maximum' wheel loads to be used as'a. guide for-determining wheel sizes' based primarily on the objective of reducing undue wear. Section 7.04F of the purchase specification (reference?7) does not provide.any such specific recommendation.
However, che general and qualitative design requirements
?specified therein meet-the guidelines of CMAA70.
g.
Bumpers and Stops - Section 4.12.3 of CMAA70 provides requirements for trolley bumpers.which.should be capable of stopping the

SMUD review showed that no heavy loads are moved by this crane over the reactor vessel or any other safety-related component. Hence, this crane can be excluded from the list of cranes in table 2-1.
New Fuel Handling Bridge Crane Quadrex reviewed the following documents to verify the new fuel handling bridge crane design per CMAA70 specifications.
a.
Request for Bid and Specifications for the Purchase of Miscellaneous Bridge Crane and Hoists - Bid Request No. C29.01 (reference 8).
b.
Heco-Pacific Manufacturing, Incorporated Drawing No. D-1704-3 (Bechtel No. 6292-C29.01-3-2 (reference 30).
However, since this crane is used to move loads which are either fuel assemblies or which weigh less than a single fuel assembly, no additional review was considered necessary for the purpose of satisfying the intent of NUREG 0612.
Evaluation Summary of Gantry Crane The following documents were reviewed to evaluate the gantry crane design:
a.
Bid Specification and Drawings, Invitation No. C18.1 (reference 7).
b.
Design Calculations for Gantry Crane by Lakeside Bridge and Smeel Company (SMUD No. 6292-C18.02-9-1) (reference 24).
The gantry crane was originally designed in accordance with the EOCI and AISC specification. Quadrex's review of the above-mentioned crane documents showed that the crane design satisfies the pertinent guidelines of CMAA specification No. 70 (reference 6) and ANSI B30.2-1976 (reference 4),
except the items listed in section 2.2.1(a) through (f).
Auxiliary Building Monorail Hoists l
Table 2-1 lists the heavy loads handled by the two 10-ton monorail hoists in the auxiliary building. The weights of the floor plugs were calculated from the building structural drawings. The hoists were reviewed using the relevant sections of CMAA70 specification. Lifting device (slings) data are not available and so these could not be evaluated.
It is recommended that the evaluation be done by either direct field measurements or by obtaining data from the vendor, if available.
Evaluation Summary of the Monorail Hoists The following documents were used to evaluate the monorail hoist design:

The monorail hoists. satisfy the pertinent guidelines of CMAA70 (reference 6) except as follows:

Sheaves for Both Monorails - From reference 25 and 26, the pitch diameter of the running sheaves was determined to be 10.0 inches (for monorail A-1) and 10.63 inches (for monorail A-5).
CMAA70 requires a minimum diameter of 13.5 inches and 12.0 inches respectively for A-1 and A-5.
However, since these requirements are based on an approximate criteria, the deviations in the sheave diameters are within the margin of safety built into the criteria, and are not considered significant for the purpose of evaluating the potential of dropping heavy load.

Drums for Monorail A The actual pitch diameter of the drum is 11.61 inches which is less than CMAA minimum requirement of 13.5 inches. Again, for the reasons stated in item b above, this deviation is not considered significant.

Trolley and Holst Brakes - From the discussion with the manufacturer of monorail A-1, it seems that it is a common industry practice to provide these brakes capable of withstanding 100 to 125% of the motor torque, which would satisfy CMAA criteria.

Evaluation of Electrical Equipment The electrical components of the cranes listed in table 2-1 were reviewed to determine their conformance to CMAA70 specification (section 5.0).
This review was concentrated mainly on the safety-features, such as limit switches, and controls.
Review of the purchase specifications (references 7 and 8) indicates that the requirements specified there would meet the intent of the CMAA70 specifications.
