TECHNICAL REPORT OF TYPE "A",

"B",

AND "C" CONTAINMENT LEAK TESTS POINT BEACH NUCLEAR PLANT, UNIT 1 In accordance with Section 15.4.4.I.D of the Point Beach Nuclear Plant Technical Specifications and Section V.B of 10 CFR 50, Appendix J, the following summary technical reports are submitted on Type "B" and "C" leak tests during the Unit 1 refueling shutdowns of October 1974 through November 1977, September 1978 through October 1978, October 1979 through November 1979, and November 1980 through December 1980; on the Type "A" test, during the Unit 1 October 1981 refueling shutdown.

The Type "A" test was performed by Quadrox Corporation, Tulsa, Oklahoma.

We have reviewed and approved their report and have enclosed a summary report prepared in accordance with the format specified in ANSI /ANS 56.8-1981.

The complete report including all procedures, equipment calibrations, test data, and results will be retained by Wisconsin Electric and is available for your review if you so desire.

SUMMARY

OF DATA The overall leakage of the Type "A"

test was.0335%

by weight per day of the containment atmosphere, or 16% of the allowable rate.

This includes the addition of the local tests of those penetrations which were not vented during the conduct of the Type "A"

test in accordance with Appendix J to 10 CFR 50, Section III.A.l.d.

The overall "as-found" leakage of Type "B" and "C" tests conducted during the 1977 refueling was 130,413.5 cc/ minute, or 56.4% of 0.6 La described in Section III.C.3 of Appendix J to 10 CPR 50.

After repairs, the overall leakage was 7,112.5 cc/ minute, or 3.1% of 0.6-La.

The overall "as-found" leakage of Type "B" and "C" tests conducted during the 1978 refueling was 12,995 cc/ minute, or 5.6% of 0.6 La.

After repairs, the overall leakage was 6,473 cc/

minute, or 2.8% of 0.6 La.

The overall "as-found" leakage of Type "B" and "C" tests conducted during the 1979 refueling was 185,761 cc/ minute, or 80.4% of 0.6 La.

After repairs, the overall leakage was 6,803 cc/ minute, or 2.9% of 0.6 La.

The overall "as-found" leakage of Type "B" and "C" tests conducted during the 1980 refueling was 277,699 cc/ minute, or 120.2% of 0.6 La.

After repairs, the overall leakage was 5,749 cc/ minute, or 2.5% of 0.6 La.

All Type "B" and "C" test results obtained between the aforementioned refueling periods and prior to the Type "A" test of October 1981 comprise Enclosure 1.

All similar test data l

obtained during each of the aforementioncd refueling periods comprise Enclosure 2. contains comments made in regard to all "as-found" leakage rates which approach or exceed 0.6 La. provides a summary report of the Type "A" test performed during the October 1981 refueling shutdown.

The testing program was conducted in accordance with the requirements of the Point Beach FFDSAR Chapter 15, " Technical Specifications", paragraph 4.4 containment Tests.

The testing instrumentation system was composed of temperature and humidity readout devices and humidity / sensors different from those used during the preoperational test and previous inservice tests. The new instrumentation system components were used-in order to expedite the data taking process.

l The test procedure and the data'-analysis computer program were provided j

by Quadrex Corporation. The duration was shortened from 12 to 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> based on the adequacy of both the preoperational and following periodic tests performed on the containment.

To verify the results, an " induced leakage rate" approximately equal to the maximum allowable operational leakage rate was superimposed on the actual leakage rate at 30 psig, l

The absolute value of the total measured leakage rate (Lm =.0293) was one l

percent of the allowable operational leakage rate (Lto =.212).

The instru-ment error analysis shows this measurement system to have an accuracy of i

.0140 percent leakage rate per day at a 95 percent confidence level.

absolute value of the difference between measured leakage from the Type "A" test data and measured leakage from verification. test data was.0305.

OF EVENTS 6.1 General Due to the test configuration of the containment, nine penetrations were not subjected to the 30 psig Type "A" test pressure. These nine penetrations, justification, and Type "C" test results are identified below:

  • Prior to modifying this penetration to perform the test, the leakage was measured at 145,000 secm.

The valve was subsequently repaired prior to the performance of the Type "A" test. The Type "C" retest resulted in a leakage of 6 scem.

The total Type "C" leakage was 149,058 seem or.1534%/ day. After the repair of the service air penetration, the total Type "C" leakage was 4,064 scem or.0042%/ day. Therefore, the "as found" adjusted leakage was.0293%/ day +.1534%/ day or.1827%/ day.
