DOCKET NOS. 50-266 AND 50-301 NOTIFICATION OF CHANGE TO TECHNICAL SPECIFICATION BASIS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 The purpose of this letter is to notify you of a change Licensee has initiated to the Technical Specification Basis regarding leakage testing of the containment purge supply and exhaust valves.
These valves are required by the Specifications to be maintained locked closed during normal plant operation and may only be opened' when the reactor ir in a cold or refueling shutdown condition.
As origi ally presented, the Basis stated that these valves would be leakage tested in accordance with Specification 15.4.4.III.
This Specification describes the testing requirements for Type "C" tests, or tests to measure the leakage across an individual valve or group of valves used to isolate an individual containment penetration.
We have changed this Basis to state that the test shall be conducted in accordance with Specification 15.4.4.II,
" Type
'B' Tests".
Type "B" tests measure leakage across individual pressure containing boundaries.
We have initiated this change for the following reasons:
i 1.
Containment penetrations that employ resilient seals are presently listed under Type "B"
tests.
Since the purge supply and exhaust valves use resilient seals, and a primary purpose of the periodic leakage testing of these valves is to identify excessive degradation of the seals, they should be tested using the Type "B" test procedures.

The containment purge supply and exhaust valves, as stated previously, are locked closed'in all plant operating modes except cold or refueling shutdown.
These isolation valves, therefore, no longer perform an active containment isolation function and are not required to be capable of closing in response to a containment isolation signal while operating at power.
The valves now' function as pressure containing boundaries and, as such, are more appropriately tested to Type "B" requirements.

The method used for. leak rate testing of the containment purge supply and exhaust valves is to pressurize the space between the two series valves in both the supply j
and exhaust lines.
The Type "C" tests require that the pressure shall be applied in the same direction as that when the valve is required to perform its isolation function.
For the containment side valve of these series pairs this is not presently possible, therefore, the Type "B" testing requirements are more appropriate.
i The Manager's Supervisory Staff has reviewed this change to the Basis under the provision of 10 CFR 50.59 and has approved this change in testing methodology.
The remainder of the Basis for this Specification and, of course, Specification 15.4.4.X itself have not been affected by this change.
We have included a page revision containing this change to the Technical Specification Basis with this letter.
