,sSection I - Description of Modification The proposed change to the James A. FitzPatrick Nuclear Power Plant (JAFNPP) Operating License, Appendix A (Technical Specifications) deletes the closure time limit of the High Pressure Coolant Injection (HPCI) pump suction line isolation valves. This closure time limit is given in Table 3.7-1 of the Technical Specifications (page 202).

Section II - Purpose of the Modification The proposed change deletes a time limit requirement which was included in the original Technical Specifications, but which is not necessary to assure the safe operat. ion of the plant or the health and safety of the public.

Section III - Impact of the Change This change will conform the Technical Specifications to the Final Safety Analysis Report which states that a closure time requirement is not applica ble to these valves. This change is also consistent with the existing Technical Specification Bases.

Section IV - Implementation of the Modification The incorporation of this modification: a) will not change the probability nor the consequences of an accident or malfuention of equipment important to safety as previously evaluated in the Safety Analysis Reports i b) vill not increase the possibility for an accident of malfunction of a l
