Enclosed for filing are three (3) sf gned orginals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License, "together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
This proposed amendment to Appendix A of the Operating License deletes the closure time, limit of the High Pressure Coolant Injection (HPCI) pump suction line isolation valves. This closure time limit is given in Table 3.7-1 of the Technical Specifications (page 202).
The proposed changs deletes a time limit requirement which was included in the original Technical Specifications, but which is not necessary to assure the safe operation of the plant or the health and saf ety of the public. This change will conform the Technical Specifications to the Final Saf ety Analysis Report which states that a closure time requirement is r.ot applicable to these valves. This change is also consistent with the existing Technical Specification Bases.
The proposed change is Attachment I to the Application for Amendment of the Operating License included with this letter. The Safety Evaluation for the proposed change to the '?echnical Specifications is Attachment II to the Application for Amendement
