In examining this report, you will note that some of the allegations made

by craftsmen were substantiated.

Ilowever, you will also note that most

of these substantiated allegations simply addressed conditions which

were being or had been addressed by the licensee or his contractors.

Therefore, they did not represent any failure to control quality.

Our extensive investigation of those allegations resulted in only one

finding of noncompliance. This finding resulted in the issuance of a

citation for failure to complete a weld inspection step during the

installation of pipe restraints. The welding on pipe hangers and restraints

(including inspection) has been a chronic problem at Diablo, as well as

other nuclear facilities. This arises because of the natural tendency to

assign less experienced personnel to this type of work. At Diablo, a

general program for upgrading hanger welding has been underway for the

past year.
