This refers to the routine safeguards inspection conducted by Mr. G. C.
Smith of this office on November 30-December 4, 1981 at the Beaver Valley
Power Station, Unit 1, Shippingport, Pennsyl onia of activities authorized
by NRC License No. DPR-66 and to the discussions of our findings held by
Mr. Smith with Mr. H. P. Williams of your staff at the conclusion of the
inspection.
Areas examined during this inspection are described in the Office of Inspection
and Enforcement Inspection Report which is enclosed with this letter.
Within these areas, the inspection consisted of selective examinations of
procedures and representative records, interviews with personnel, and
observations by the inspector.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in
the Notice of Violation, enclosed herewith as Appendix A.
This item of
noncompliance has been categorized into the levels described in the Federal
Register Notice (45 FR 66754) dated October 7, 1980. You are required to
respond to this letter and in preparing your response, you should follow
the instructions in Appendix A.
In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of
security measures for the physical protection of special nuclear materials
and certain plant equipment vital to the safety of production as utilization
facilities are deemed to be Safeguards Information.
Each person who produces,
receives or acquires Safeguards Information is required to ensure that it
is protected against unauthorized disclosure.
Therefore, except for the
report cover sheet, the enclosures to this letter (and the enclosure to
your response to this letter) will not be placed in the Public Document
Room and will be distributed pursuant to 10 CFR 73.21(c).
