Clinton Power Station Preservice Inspection Program
1.0 INTRODUCTION
Preservice Inspection (PSI) at Clinton Power Station (CPS) will be performed in'accordance with ASME Boiler & Pressure Code (hereafter referred to as the Code)Section XI, 1974 Edition, through and including Summer 1975 Addenda, and the exceptions / alternate examinations listed in Table 2.1-1, Generic Exceptions.
Included in this PSI Program are the following items:
- 1) Non-destructive examination of pioing, pumps, valves, component supports, vessels, and'aolting.
- 2) Valve testing which includes leak-rate testing, exercising, stroke timing, and bench testing valves.
- 3) Augmented PSI requirements.
2.0 NON-DESTRUCTIVE EXAMINATIONS (NDE)
In accordance with ASME Section XI, 1974 Edition, through and in'cluding Summer 1975' Addenda, the following items shall receive NDE:
[ 1) Class 1 and 2 piping.
- 2) Class 1 and 2 pumps.
- 3) Class 1 valves.
- 4) Class 1, 2, and 3 component supports.
- 5) Class 1 and 2. vessels.
- 6) Class 1 and 2 bolting.
The exemption criteria used to determine which components would no't receive NDE is' listed in Table 2.0-1,Section XI Code Exemption Criteria.
To meet the Section XI requirements for preservice hydrostatic testing and visual examination of Class 1, 2, and 3 pressure-retaining components, the Section III hydrostatic test and visual examination shall be utilized.
A listing of calibration standards and their associated components is found in Table 2.0-2, PSI Calibration Standards.
The examination volume and techniques shall be determined by the requirements of the 1977 Edition, Summer 1979 Addenda in

Each open valve must be capable of automatic actuation and assuming the other valve is open, its closure time must be such that, under the postulated condition of loss of coolant from the component during normal reactor operation, each valve remains operable and reactor can be shut down and cooled down in an orderly manner, assuming makeup is provided by the reactor coolant makeup '

Clinton Power Station Preservice Inspection Program 2.1 V)
- NDE of Piping Soutwest Research Institute (SwRI) has been contracted to perform baseline examinations of piping welds in accordance with the requirements of Section XI, Article IWA, IWB, and IWC. Exception has been taken to several requirements of the 1974 Edition, Summer 1975 Addenda. These exceptions and alternate examinations are listed in Table 2.1-1, Generic Exceptions. The examination plan for Class 1 and 2 piping is defined in Section 2.7, SwRI Exam Plan.
2.2 NDE of Valves There are no Class 1 or 2 valves at CPS that have welded bodies that require volumetric examination.
All Class 1 and 2 valves at CPS are either forged or cast.
There are sixty (60) Class 1 valves that require visual inspection (VT-1) of the valve internals to meet the requirements of ASME Section XI, IWB-2500, Examination Category B-M-2. A listing of these valves is included in Table 2.2-1. The manufacturer's final visual inspection of the valve internals shall be y used to meet this above requirements.

2.3 NDE of Pumps The Reactor Recirculation pumps are the only Class 1 pumps at CPS that require volumetric or surface examination of integrally welded attachments to meet the requirements of ASME Section XI, IWB-2500, Examination Category B-K-1. The manufacturer's volumetric and surface examinations shall be used to meet this requirement.
The Reactor Recirculation pump shall also require a visual inspection (VT-1) of the pump casing internals to meet the requirements of ASME Section XI, IWB-2500 Examination Category B-L-2. The manufacturer's final visual inspection shall be used to meet this requirement.
No Class 1 pumps have welded casings.
There are six (6) Class 2 pumps that require surface examination to meet the requirements of ASME Section XI, IWC-2500, Examination Category C-G. A listing of these pumps is included in Table 2.3-1. The manufacturer's surface examination shall be used to meet this requirement.

( GENERIC EXCEPTIONS
Category G-J Circumferential and Longitudinal Piping Welds.
Code Requirement Examine all non-exempt circumferential and longitudinal piping welds using a volumetric examination method.
Exception / Alternate Examination Circumferential and longitudinal welds in non-exempt piping less than four (4) inch nominal pipe size shall be examined using a surface examination method in lieu of volumetric. Welds in nou-exempt piping four (4) inch and larger shall be examined using a surface and volumetric method.
Justification By utilizing a volumetric and surface examination, it
- s is possible to detect flaws where they are most likely to occur, the bore and outside surfaces of a weld. Since (s. volumetric methods show no evidence of being superior to surface methods in piping under four (4) inch nominal pipe size, only a surface method will be used for under four (4) inch piping. This exception is consistent with subsequent Edition and Addenda and there were no objections expressed to it by the NRC in their adoption of the 1977 Edition through Summer 1979 Addenda

Exception / Alternate Examination Integrally welded support lugs which are attached to piping using a partial penetration weld will be examined using a surface method in lieu of a volumetric method.

Justification Welded lugs are generally attached to piping-using fillet welds. This is not a full penetration weld and therefore, ultrasonic examinations will not produce satisfactory results. Additionally, the expected failure mode of the weld is due to surface cracking. The sub-stitution of a surface examination method will produce more meaningful results and thus a superior examination.

Code Requirements Examine all non-exempt circumferential and longitudinal piping welds using a volumetric method.
() Exception / Alternate Examination Examine all non exempt circumferential and longitudinal welds in piping with 1/2 inch nominal wall thickness and less using a surface examination. All other non-exempt circumferential and longitudinal welds shall be examined using surface and volumetric methods.
Justification This method of examination is consistent with later Edition and Addenda of the Code expected to be used in Subsequent ISI examinations. The application of surface examination for thin walhed. pipe was recognized by the Code in its Summer 1976 Addenda and is currently in the Summer 1979 Addenda. There is no clear evidence that an ultrasonic examination is superior to surface examination for thin wall pipe. Additionally, the systems affected by this exception are full of water and continuously pressurized and thus provide immediate indication of loss of integrity. For pipe with wall thickness greater than 1/2 inch, a surface examination and volumetric examination shall be performed to ensure that the highest stressed sections of the weld are examined.

In addition to the aforementioned exceptions, CPS will also utilize Appendix III (Summer 1975) to Section XI of the Code in lieu of Appendix I and Article 5 of Section V of the examination of carbon steel components. Appendix I and Article 5 of Section V shall still be utilized for the examination of austenitic steel components. There were no adverse comments to this approach expressed in the adopted change to 10CFR50 recognized the 1977 Edition, -
Summer 1979 Addenda.
- 7. In order to provide better baseline data, the 1974 Edition, Summer 1975 Addenda shall be used to determine which components shall be examined, and the 1977 Edition, Summer.1979 Addenda shall be used to determine examination volume and method. This approach was taken because it was felt that the 1977 Edition, Summer 1979 Addenda provided for more comprehensive examinations and different Editions and Addenda will be used for subsequent ISI's.

Clinton Power Station Preservice Inspection Program O 2.4 NDE cf Component Supports SwRI and CPS plant staff shall perform the visual examinations of the following safety-related component supports in accordance with ASME Section XI:
- 1) Class 1 component supports attached to components greater than 1 inch nominal pipe size.
- 2) Class 2 component supports attached to components greater than 4-inches nominal pipe size and whose
- design pressure and temperature is greater than 275 psig and 200'F respectively.

- 3) Class 3 component supports attached to components 4
greater than 4 inches nominal pipe size.
2.5 NDE of Bolting Class 1 components whose bolting is 2 inches or greater in diameter and is to receive volumetric and/or surface examination and visual inspection
, in accordance with ASME Section XI, IWB-2500, Examina-O tion Category B-G-1, are listed in Table 2.5-1. Class 1 pressure-retaining bolting smaller than 2 inches in diameter shall receive visual inspection in accordance with ASME Section XI, IWB-2500, Examination Category B-G-2.
These examinations shall be performed by SwRI and CPS plant staff.
Class 2 bolting shall be examined in accordance with i Item 4 of Table 2.1-1, Generic Exceptions. This includes volumetric' examin'ation of 'all Clas's 2 bolting -
j exceeding two (2) inches in diameter. These examinations shall be performed by SwRI,. Thus far, no Class 2 bolting i exceeding two (2) inches has been identified.
2.6 NDE of Vessels The only Class 1 vessel requiring PSI is the Reactor Pressure Vessel (RPV). The required NDE shall be performed by SWRI using a mechanized examination system they developed and manual examinations. These examinations are described in Section 2.7, SwRI Exam Plan.

The only Class 2 vessels requiring PSI are the Residual Heat Re'moval heat exchangers.SwRI shall perform the volumetric examinations required by ASME Section XI, IWC-2600, Examination Categories C-A and C-B.

Clinton Power Station Preservice Inspection Program O 3.0 PRESERVICE TESTING OF VALVES 3.1 In accordance with ASME Section XI, Article IWV, ASME Code Class 1, 2, and 3 valves were categorized as being Category A, E,.C, D, E, or exempt according to their function. A table listing the Category A, B, C, D, and E valves and their methods of testing is found in Table 3.1-1.
3.2' It is our intent at CPS to stroke time only those Category B valves that receive a containment isolation signal or accident signal. Other Category B valves shall receive the required exercising (See Relief Request 100, Table 3.3-1) 3.3 Since it is not always possible to meet the requirements of Article IWV, relief has been requested for some valves. These relief requests are in Table 3.3-1.
4.0 AUGMENTED REQUIREMENTS At this time, the only augmented PSI requirement identified

METHOD OF TESTING
- 1. Valve shall be exercised to the position required to fulfill its function.
- 2. The stroke time of the valve shall be measured.
- 3. Valve seat leakage tests.
- 4. Twents percent of explosive charges shall be removed, fired and t ;. laced every 2 years.

- 5. Bench testing with suitable hydraulic or pneumatic equipment.
- 7. Verify and record valve position before performing an operation and after completing an operation.
- 8. Loss of power test.
N/A - Not applicable.
