AFFIDAVIT OF RAYMOND G. RAMIREZ I, Raymond G. Ramirez, being duly sworn, do depose and state:

I am employed as a Senior Human Factors EnLineer by the Office of Nuclear Reactor P.egulation, U. S. Nuclear Regulatory Comission. A copy of my professional qualifications was bound into the record in the above cap-tioned proceeding following Tr. 10,452.

I testified at the hearing concerning Sholly Contention No.15 relating to l

control room design. Our position as reflected in our testimony is that the operator-instrumentation interface in the TMI-l control room is such that the operators can exercise adequate centrol over the reactors opera-tion under both normal and emergency operating conditions.

the information in the Martin Report, cited by Intervenors Sholly and the Union of Concerned Scientists relevant to the matters about which I testified at the hearings. Concerning the recomendation C.I.a.4, a

" Control Room Sound Recording System," as stated in the testimony Tr. 10,498-10,500, we continue to believe that from a human factors standpoint, there would not be an advantage to having such a sound record-ing system.

In response to recommendation C.I.a.16 "Multipoint Recorders,"

we agree with the recomended use of multipoint recorders. All plants that we have visited including TMI-1, have the capability for continuously recording from 10 to 12 important parameters with the additional capability for computer selection from approximately 50 parameters. This permits the operator to arrange for continuous recording of certain parameters depend-ing on plant status. The information, including the recommendation for C.I.a.4 in the Martin Report, does not affect my testimony particularly because a technical basis is not given for the conclusions drawn or for the recommendations. made.

I have nevertheless, considered the Martin Report information and recomendation and find that it does not affect my technical I

position as reflected in the testimony at the hearing. There is no specific disagreement with respect to recomendation C.I.a.16 and was considereo and therefore would not affect our previous testimony.

The basis for my conclusion that a control room sound recording system would offer no advantage is that when considering factors such as, control room noise and a negative impact on operators comunications when it is most important, such a system would probably not be effective and would i

detract from safe operation of the plant.
