In April, 1979. I was assir.ned to the 'DfI-2 Investigation Team in the Office of inspection and 1Cnforcement. The purpose of our team was to conduct a fact-finding investigation to establish the f acts concerning the events of the accident and to evaltutte the performonen of the licenace in association with the accident.

At the conclusion of our ir.vestigation, the raam prepared nu luvestigative report, "Invewtigation In& the March 28,1979 'three Mlle Island Accident by Office of Inspection und Enforcement". NUREG-0600, pub 11whed August, 1979.

Af ter comolation of that report, we also preparad Reconstendstier.s.

That document was un outgrowth of nur first hand experience in conducting the l

factual investication, and contained observations with raspect to tha ennduct of investigations and the inspection program, and noted possible problam arean in the requiruments.

The points contained in that document were uut Intended as flusi staff coueluvions ready for implementation. Our purpose was to his:hlight areas we thought meritad further consideration by other staff in the af termath of the accident.

STATSMIET OF PROFESSIONAL QUALIFICATIONS AND EXPERIEMUE My name is Dorwin Ray Hunter and I was born in Midland, Texas, on

November 4,1939. I am employed by the Nuclear Regulatory Com-mission as an Inspection Specialist in the Performance Appraisal Branch (PAB), Division of Program Deltelopment and Appraisal.,0ffice of Inspection and Enforcement.

I graduated from high school in San Angelo, Texas, in May,1958, U. S. Navy in June. '1959. My trainins and Ju-und enlisted in the ties in the Navy included Interior Communications Electrician School, Submarine School, submarine duty, U. 5. Naval Nuclear Power School, Nuclear Power Prototype Training, Westinghouse (Dettis)

Reactor plant Training, and nucinar submarina duty.

At the time of discharge from the navy in 1965, I was a qualified:.

as a reactor operator / technician and machinery watch supervisor.

My rank at discharge was E-6.

During the period between July of 1965 and July of 1967, I was en-ployed as a licensed operator at the CVTR reactor plant at Parr, South) Carolina.

Between 1965 and 1975, I was employed as by an electrio utility, instrument tech working in numerous areas including:ventional power station), assistant and nuclear power stations), training supervisor and shift supervi -

sor (nucinar power nLaLion), Westinghouse Renctor Operator Training Program (1970), assiotant operating and operating supervioor (nuc-Icar power station), and a member of the onsite safety committccs.

My experience includes the-design review, preoperational testing, startup testing, operations, and refueling activitica associated with two dual.WR reactor plants.

In January 1975, I commenced my employment with the AEC/NRC as a reactor inspector and inspection specialisL. My qualifications specifically General ETLectric, Westinghouac, and Combustion Engi-neering. Additionally I was a member of the TMI-2 operations invest-a igation team, following the incident in 1979 Effective in November 1978, I was assigned to the Performance Appraisal Branch (PAB) as an : Inspection Specialist and have been actively Jnvolved.in the development and imp'lementation of the management appraisal program. In November 1980, I was promoted to the team leader position, Inspection Specialist (Team Leader). *.

I have participated in a number of mangement inspections as a team leader or teata metaber.

My experience includes certification on a number of nuclear pinnts aircraft carrier plant, submarine plant, DVTR nuclear including plant, Saxton plant, and a dual PWR nuclear facility.

Additionally, I have completed the DOE Accident Investigation course. completed in 1979 l
