RESPONSE-TO GENERIC LETTER 92-08, l

"THERHO-LAG 330-1 FIRE BARRIERS" (TAC NO. M85625)

By letter dated April 16, 1993, Wolf Creek Nuclear Operating Corporation (WCNOC) provided a response to Generic letter (GL).92-08 for Wolf Creek Generating Station. The response states that Thermo-Lag fire barriers installed at Wolf Creek were qualified by the vendor based on the vendor's understanding of the NRC guidance in existence at the time of installation and that most of the fire barrier configurations installed at the plant are consistent with the qualification test assembly configurations..The response also states that deviations from the tested configurations have been evaluated.

Although Thermo-Lag barriers were evaluated and may have been considered qualified, the results of recent tests and inspections indicate that further actions are now necessary to address the fire endurance and ampacity derating of Thermo-Lag barriers. The WCNOC response states that appropriate actions to resolve these concerns are being developed through.an industry program coordinated by the Nuclear Management and Resources Council (NUMARC) and that WCNOC would apply the results.of the industry program, when completed, to the Thermo-Lag 330-1 installations at Wolf. Creek. Compensatory measures for inoperable barriers are in place and will remain in place until the fire barriers can be declared operable. The WCNOC response to GL 92-08,' however, did not provide a schedule by which corrective actions would be completed.

The April 16, 1993, WCNOC response indicated that the actions necessary to restore (or confirm) the operability of these barriers will be based on the results of the NUMARC program. The staff expects that licensees referencing the NUMARC program will review the results and, within 30 days after the completion of the program, inform the NRC of the actions necessary and the schedule for restoring the operability of these fire barriers.

For those plant specific or unique fire barrier configurations that are not bounded by the NUMARC program, please provide within 30 days after receipt of this letter, a description of the process by which the operability of the barriers will be confirmed and a schedule for the completion of these engineering evaluations and/or fire endurance tests for these unique configurations.
