During an NRC inspection conducted on March 14, 1993 - April 10, 1993, a i

violation of NRC requirements was identified.

In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:

Technical Specification 6.8.1, Procedures and Programs, requires in part that written procedures be established, implemented and maintained covering the activities referenced in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978, which 'ncludes the maintenance on motors to safety related equipment.

Employee Training and Qualification System (ETQS) Manual, Standard No.

902.0, Employee Qualifications Component, Section 5.1.7, requires that when an individual is required to perform a task for which he/she is not qualified to, that individual will be directed / supervised by a qualified individual to ensure that the task is performed correctly.

Contrary to the above requirements, on March 6,1993, a qualified maintenance technician failed to follow the requirements of ETQS Standard 902.0, in that he allowed a non-qualified individual to reassemble the inboard motor bearing on the 2A Safety Injection pump without adequately supervising the individual's activities. The non-qualified individual failed to properly reassemble the bearing which resulted in extensive damage to the motor when the pump was operated on March 23, 1993.

This is a Severity Level IV Violation (Supplement I) and applies to Unit 2 only.

Pursuant to the provisions of 10 CFR 2.201, Duke Power Company is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector at the Catawba facility, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violatior.

(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

If an adequate reply is not received within the time specified in this Notice, an order or demand for information may be issued so as to why the license 9305250086 930503
