Subject:

NRC Inspection No. 70-371/93-01 An announced safety inspection of decommissioning activities at your facility was conducted by Mr. Roth on February 8-11, 1993. The inspection findings were discussed with you and members of your staff on February 11, 1993.

Areas reviewed during the inspection were important to health and safety and are discussed in the enclosed inspection report. These areas included a review of operations at the facility and observation of a confirmatory survey conducted by the NRC contractor, the Oak Ridge Institute for Science and Education.

All operations of the facility have been terminated with the exception of decommissioning and decontamination activities. Preliminary results of the surveys conducted by the NRC contractor during this inspection indicated that you have completed cleanup of the surveyed facilities in an appropriate manner, and no areas were identified duzing the survey that required additional cleanup or remediation. Areas surveyed included the encapsulated material manufacturing areas, identified areas where breach of cladding may have occurred, office areas, mezzanines, the new MFP facility, support buildings and remediated portions of Septic Field No. I and the former incinerator pad area. Within the scope of this inspection, no safety concerns or violations of regulatory requirements were identified.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC's Public Document Room unless you notify this office within 10 days of the date of this letter that you intend to request withholding ofinformation under 10 CFR 2.790(b)(1). This notification may be made to the Chief, Document Control Section, USNRC, Region I at (215) 337-5223.
