APPLICATION FOR AMENDMENT TO OPERATING UCENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the l Power Authority of the State of New York, as holder of Facility Operating Ucense No. DPR 64, l hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this i license. ,
A number of Technical Specifications address limits associated with reactor physics parame-ters that generally change with each reload core, requiring changes to the Specifications to .
update these limits each fuel cycle. Since these limits are developed using NRC approved metho- l
- dologies, processing the changes as Technical Specification amendments is an unnecessary bur.
