APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission ("NRC"), Consolidated Edison Company of New York, Inc.

(" Consolidated Edison"), as holder of Facility Operating Licenses DPR-5 &

DPR-26, hereby applies for amendment of the Technical Specificatons contained in Appendix A of those Licenses. Specifically Consolidated s

Edison requests that Indian Point Unit No. 1 Technical Specification 3.1 and Indian Point Unit No. 2 Technical Specification 6.2.1 be revised to incorporate a change in the Facility Organization structure. In addition, it is requested that Indian Point Unit No. 2 Technical Specification 6.2 2 be revised to comply with the guidelines of Generic Letter 82-12 for limiting overtime for critical shift job positions, that Technical Specification 6.5.1 be revised to modify the composition of the Station Nuclear Safety Committee (SNSC) and to clarify the definition of the quorum, that Technical Specification 6.5.2 8 f & g be revised to reflect a change in the frequency of the Facility Emergency Plan and Security Plan audit from 24 months to 12 months, that Technical P

9 O Specification 6.9.1 be revised to include reporting of relief and safety valve challenges among items covered in the Monthly Operating Report, and also to conform that specification to the Standard Technical Specifications, and Technical Specification 6.10.2.1 be revised to clarify the record retention requirements.

The specific proposed Tec.hnical Specification page revisions are set forth in Attachments A & B to this Application. A safety Assessment of the proposed changes is set forth in Attachment c to this Application.

This assessment demonstrates that the proposed changes do not represent a significant' hazards consideration as defined in 10 CFR 50.92(c) and will not cause any change in the types of or an increase in the amounts of
