INSPECTIONS CONDUCTED DURING THE 1990 REFUELING OUTAGE -

JAMES A. FITZPATRICK NUCLEAR POWER PLANT (TAC NO. 75976) 1 Dy letter dated Janaury 29, 1990, you submitted the IGSCC inspection plan for the 1990 refueling outage at the James A. FitzPatrick Nuclear Power Plant.

The NRC indicated that the plan was acceptable by letter dated April 11, 1990.

By letters dated May 25, and June 7,1990, you submitted the results of the inspections, repairs and crack growth analysis performed during the 1990 refueling outage to the NRC for review prior to startup.

In tiose letters you indicated that 76 welds were inspected by personnel certified in accordance with the Electric Power Research Institute - Boiling Water Reactor Owners Group IGSCC certification program to use an enhanced evaluation technique involving refracted longitudinal waves. As a result of the inspections, eight welds required overlay repair (seven as a result of new IGSCC indications and l

oneforapre-existi.ngindication). All weld overlays were of standard design i

and were installed in accordance with NUREG-0313 Revision 2, except one that was slightly undersized. Alloverlaysweresurfacefinishedandfinal-inspected with the exception of the overlay on a weld in the B Core Spray itne, which you plan to replace during the 1991 refueling' outage. You also plan to reexamine unrepaired Weld No. 28-53 during the 1991 maintenance outage because minor crack growth was found in the weld.

Based on our review of the information provided, we find that the inspections I

repairs, and crack growth analysis that were performed, meet the guidelines of Generic Letter 88-01. Therefore, we conclude that the FitrPatrict facility can bc safely returned to operation for at least one additional operating cycle with assurance that the integrity of the reactor coolant pressure boundary will be maintained.
