INSPECTION PLAN FOR THE 199D REFUELING OUTAGE (TAC 'U. 75976)

By letter dated January 29, 1990, you submitted the IGSCC inspection plan for the James A. FitzPatrick Nuclear Power Plant.

In this plan you requested reduction of 10 welds from the original inspection plan number of 41 based on implementation of the hydrogen water chemistry (HWC) program at the plant.

1 In our letter of February 26, 1990, we indicated that the effectiveness of HWC in mitigating IGSCC has not yet been resolved by the NRC and, therefore, could not be used to reduce the scope of the inspection program. We requested that you submit a revised plan which did not include credit for HWC.

As you have since pointed out, your letter dated January 29,1990, also included information which described the inspection plan which did not take i

credit for HWC (41 welds). We have completed the. evaluation of this_

l inspection plan, and find it acceptable since it meets the guidelines in Generic Letter 88 01.
