BEAVER VALLEY UNIT 2 TEMPORARY WAIVER OF COMPLIANCE FROM TECHNICAL SPECIFICATION 3.6.3.1 (TAC 76894)

On June 6,1990, Duquesne Light Company (DLC) made a verbal request for a i

Temporary. Waiver of Compliance from the requirements of Technical Specification 3.6.3.'. for Beaver Valley Unit No. 2.

Specifically, the waiver was requeste.1 because of the inability to demonstrate a maximum stroke time of 10 Jeconds for containment isolation valves 2CHS-A0V200A, B and C (inside isoiation valves associated with containment poetration 28),

as specified in iable 3.6-1.

The stroke tir.1e for these valva is approximately 35 seconds when the actuation signal is initiated from the safeguards test cabinets. The DLC verbal request was supported by 3 handwritten sub.nittal which presented, along with other information, a description of the circumstances surrounding the need for prompt action and your preliminary evaluation of the safety significance of the requested

waiver. This information was formally submitted by letter dated June 7, 1990.

At about 4:30 PM on June 6, 1990, a telephone conference was convened with Messers J. Stolz, A. De Agazio, E. Wenzinger, J. Beall, P. Wilson, and L. Thonus of the NRC staff, and Messers T. Noonan, J. Vasse110 and others of.

DLC staff for the purpose of discussing the written submittal and to assure our understanding of the situation. Based upon this conference and our evaluation of the information provided in your written submittal, we granted a temporary waiver of compliance to permit Beaver Volley Unit 2 to operate using the normal letdown flowpath even though valves 2CHS-A0V200A, B, and C do not meet the specified 10 second maximum stroke time. As a condition of this waiver, the maximum closure time of the subject valves must be demonstrated to be less than 60 seconds.

In granting this waiver, we are guided by the considerttion that (1) the i

maximum stroke time specified for valve 2CHS-A0V20e, the outside isolation valve associated with penetration 28, is less than 60 seconds, (2) if one of the inside isolation valves were to fail, containment isolation would be

effectedinles,than60 seconds,and(3)thespecified10secondmaximum stroke time was arbitrarily specified to assure that the inside isolation valves would close prior to the outside isolation valve thereby precluding the possible lifting of a safety valve located between the inside and outside isolation valves._ Thus, if the maximum stroke times of the inside isolation valves are no greater than the maximum stroke time of the outside isolation valve, there is no increase in the dose consequences of any postulated accident. The inside isolation valves are currently demonstrated to stroke in approximately 35 seconds. The waiver of compliance is required to avoid shutdown since the facility cannot operate for other than a short period without normal letdown flow.

This letter reaffirms the granting of temporary waiver of compliance from the maximum strok; sime specified in TS 3.6.3.1 for containment isolation valves 2CHS.A0V200A, B, and C subject to the condition that the maximum l

closure times of the valves are demonstrated to be less than 60 seconds.

DLC has committed to submit an amendment request, not later than June 22, 1990, to change the specified maximum stroke time for the subject valves from 10 seconds to less than 60 seconds. This waiver is to be in effect until that amendment is issued.
