Dear Mr. Davis:
A stipulation agreed to by North Shore Committee Against Thermal and Nuclear Pollution, NRC negulatory Staff and Long Island Lighting Company dated 9/10/79 (copy enclosed) sets out several actions related to LILCO's Part 70 License.
Item 1 of the stipula-tion requires that, prior to issuance of a Part 70 License, "the Staff will review and approve written procedures covering the storage, handling, inspectica, preparation, radiation monitoring and physical protection associated with the unirradiated new fuel assemblies at Shoreham Nuclear Power Station".
In accordance with this requirement, forwarded herewith for your review and approval are twelve (12) copies of the following procedures:

I SNRC-667 February 9, 1982 Page Two h) QAP-S-10.2, Rev. 0 - Station OQA Receipt Inspection, Handling, Upgrading and Channeling of Unirradiated Fuel With regard to physical protection, an approved. security procedure (SP 92.004.01) for the protection of new fuel is existent on site.
Since this is " safeguards information" and in light of the require-ments imposed in 10CFR Part 73.21, we request that the review and approval of this procedure be performed by the NRC resident inspector or other designated NRC official.

Item 2 of the stipulation requires that the training related to the above procedures be completed and docuraented by LILCO, and reviewed and approved by the NRC prior to the time in which these activities take place.
LILCO will notify the NRC when the training has been completed and will ask for review and approval at that time.
For your information, our plans for conducting this training are almost complete.
Approximately twelve Al mechanics and six supervisors from the plant staff will attend a one week fuel handling and inspection school given by General Electric Company.
This training involves hands-on use of the equipment and a final examination.
In addition, as part of'our fuels contract, General Electric will come to the Shoreham site prior to delivery of fuel to train approximately thirty personnel concerning fuel handling and inspection.
These thirty personnel will consist of mechanics, Quality Assurance personnel, Reactor Engineering personnel and supervision.
This training is on a one to one basis with both General Electric and LILCO. signing each individual's certification.
The'special training program for security personnel assigned to protect the new fuel is presently under development.
As was done for the security procedure, it will be requested that the NRC review and approve the security training program at the Shoreham site.
Item 3 of the stipulation requires that prior to issuance of the Part 70 license, LILCO will comply with the physical security requirements of 10CFR 73.47 (f) as contained in the Federal Register 43284 (July 24, 1979).
These requirements were subsequently a
redesignated as 10CFR 73.67 (f).
Pursuant to this regulation, a Security Plan for the Protection of Special Nuclear Material of Low Strategic Significance was developed and submitted to the NRC.
