Dear Mr. Beckham:

The General Electric Company (GE) requested (Refs.1-2) that credit for approved, but unapplied ECCS evaluation model changes be used to i

offset MAPLHGR penalties on operating reactors due to high burnup fission gas release. Should you fin 6 the positions stated in those letters applicable to the llatch Nuclear Plant Units 1 and 2, and wish to apply the GE proposal to offset potential, or previously applied, ifAPLilGR penalties, we would find a plant-specific reference to the GE position an acceptable basis for a request to extend burnup for all fuel types. Itowever, do not neglect the linits on burnup inherent in 10 CFR Dart 51.20g(2)(iii) regarding the environnental effects from the transportation of irradiated fuel.
