- REQUEST FOR CHANGES TO PLANT HATCH UNIT 1 TECHNICAL SPECIFICATIONS Gentlemen:

Pursuant to 10 CFR 50.90, Georgia Power Company (GPC) hereby requests a revision to Plant Hatch Unit 1 Technical Specifications (Appendix A to Operating License DPR-57). The effects of the revision are threefold: 1) provides Maximum Average Planar Linear Heat Generation Rate (MAPLHGR)hlimits

! for ilodal' exposures greater than 30 Gwd/t; 2) provides MAPLHGR limits for additional fuel types; and 3) provides Minimum Critical Power Ratio (MCPR)-

operating limits for 8x8R and P8x8R fuel. These proposed revisions will allow increased flexibility in core design for the core reconstitution which is scheduled for November 1983 to replace damaged fuel.

In addition to providing MAPLHGR limits at nodal exposures greater than 30 Gwd/t for current Hatch 1 fuel, the revision also provides the MAPLHGR limits for all fuel types available in the futil storage pool for use in the Hatch I core for which we have data available beyond 30 Gwd/t. The MAPLHGR limits for additional fuel types are defined in Reference 1 and in Attachment 1 to this letter (Errata and Addendum sheets will be transmitted following their receipt from General Electric). We have reviewed the results given in these references and conclude that these MAPLHGR limits are conservative for l

operation of these fuel types in Hatch 1. We have also reviewed the peak clad temperatures of the proposed fuel types and have cencluded that the results conform to the criteria specified in References 2, 3, 4, and 10 CFR 50 Appendix K (Section II.l.b). Therefore, the ECCS results justify operation of J

the proposed fuel types to exposures greater than 30 Gwd/t.

Stolz, Chief Operating Reactors Branch No. 4 September 29, 1983 Page Two The third change of the revision provides new MCPR operating limits for 8x8R and P8x8R fuel. We have chosen these limits to provide conservative values for general core designs. We will, of course, verify that these limits bound the results of all transient analyses (including ODYN Option A where applicable) during our licensing review of each new core design. We will submit a Technical Specification change if the results require it.

The proposed revision to the Technical Specifications adds MAPLHGR limits for Standard General Electric (GE) fuel types and revises certain operating limits based on analyses using GE standard methodology. Consequently, the existing margins of safety are maintained. Because margins of safety are maintained and no change in operating modes is proposed, there is no increase in the probability or consequences of accidents or malfunctions of equipment important to safety previously analyzed, nor is the possibility created for a new accident or malfunction not previously considered. The Plant Review Board and Safety Review Board have reviewed and approved the proposed changes and have concluded that they do not constitute an unreviewed safety question.

We have determined this request to be a Class III amendment. Attachment 2 consists of a determination of amendment class. A check for $4,000.00 is enclosed. Atta-hment 3 contains instructions for incorporation of the proposed changes with copies of the affected pages. Attachment 4 contains the determination that these changes do not represent a sigr,1ficant hazard as required by 10 CFR 50.91.
