TECHNICAL SPECIFICATION CHANGE REQUEST NOhf73 INSTRUMENTATION POWER SUPPLY POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2

% ~._. , 7 In accordance with 10 CFR Part 50.59 and the request in Mr. R. A. Clark's August 12, 1981 letter, Wisconsin Electric Power Company ( L '.censee) requests amendments to Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant, Units 1 and 2, respectively. The purpose of these amend-ments is to incorporate changes into the plant Technical Speci-fications to reflect modifications presentlr i underway to the vital instrument power supnlies.

By letcer dated April 21, 1980, the NP; equested Licensee to propose additional modifications to the Point Bt 'ch Nuclear Plant vital . instrumentation power supplies to provide additional assurance that a loss of off-site power wotud not result in a potential averloading of the diesel generaters. In letters dated May 29 and Nove.r.ber 3, 1980, Licensee proposed modifica-tions, consisting primarily of t'wo new batteries wit a associated battery chargers, so that each of the four instrument busses would be supplied by its own DC battery power supply. In Mr. Clark's letter, the NRC indicated that an evaluation of our proposed modifications to the instrument bus power supplies had been completed and that these changes were determined to be satisfactory.

In a letter dated September 11, 1981, Licensee presented a propcsed schedule for completion of these modifications.

e Mr. H. R. Denton ' December 10, 1981-The attached proposed Technical Specificauion pages include changes to the Specifications necessary as a resalt of these modifications. .The specific changec on each page have been identified by a margin bar and are discussed as follows:

[ 1. Specification 15.3.7.A.l.f has been revised and a new Specification 15.3.7.A.l.g added to' require both existing batteries,, DOS and.D06, and their associated DC systems to be operable and at least one of the new batteries, D105 or D106, to be operable provided four battery chargers are operable with a charger carrying the DC loads of each DC main distribution bus before a unit or units shall be made critical.

2. The revised Specificatiens discussed above have been repeated under Specification 15.3.7.A.? to describe the permissible battery configuration under abnormal conditions.
3. Specification 15.3.7.B.l.f-has been revised to delineate that one of the existing batteries may be inoperable for up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. This time period is in accordance with the existing Specifications.

4. A new Specification 15.3.7.B.l.g has been added to specify that one of the new batteries, D105 or D106, may be out of service for up to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> provided .

Test and surveillance of the two new batteries and nd chargers will be conducted in the same manner as the' testing b' surveillance of the presently installed instrumentation bus-batteries and chargers. This Lurveillance is specified at Tech-i nical Specification 15.4.6.B. No change _to this Specification is s

necessary as a result of this modification.

Pursuant to the provisions of 10 CFR Part 170.22, we

' have determined that-this license amendment application should be classified as a Class II mmendment. The changes proposed in this amendment are administrative in nature in that they extend the
