Dear Mr. Richardson:
This is in response to the letter dated November 27, 1980, to ChairmanAhearne signed by you and by Ms. Virginia Callan.
That letter requested that'the Commission conduct a " full and public investigation" into issues raised by you about the Vermont Vankee Nuclear Power Plant, that public hearings be held en the results of that investigation, and that the Vermont Yankee facility remain shutdown until the requested investigation and hearings are completed.
As discussed with you c; ring a meeting at cy ef' ice on December ?S,1980, :mur letter kas treated as a request for action in acccrdance with Section 2.206.of the Cecmission's regulations.
The request was referred to me for a decision on wnat action shoulc be taken.
I have censidered the information containe: in ycur letter and in ' letters received from ethers on tne same suciect. In a dition, I have censidered your further concerns excressed in the Decem:er 15, 1930 meeting.
I have also consicered information contained in rescrts of NRC inspections conductec at Vercent Yankee.
Eased on tne tctal bocy cf information availa:le to me, I have cetermined tha. a full and public investigation into the concerns you raised is not warranted and that ne basis exists that would require preventing the Verment Yankee facility from resuming Operation.
Accordingly, I have denied your requests.
Tne decision I have reached is set fertn in the
" Director's Decision" dated December 29,1930.
A c:py of that decision is enclosed for your information.
I share your concern for the safety of nuclear power plants and will cor.tinue to enforce vigorously the Commission's safety regulations.
