Dear Ms. Callan:
'This is in response to the letter dated November 27, 1980, to Chairman Aht.arne signed by you and by Mr. Cort Richardson.
That letter requested that the Commission conduct a " full and public investigation" into issues raised by-you about the Vermont Yankee Nuclear Power Plant, that public hearings be held on the results of that investigation, and that the Vermont Yankee facility remain shutdown until the requested investigation and hearings are completed.
As discussed with you during a meeting at my office on December 15,1980, your letter was treated as a request for action in accordance with Section 2.206 of the Commission's regulations.
The request was referred to me for a decision on what action should be taken.
I have considered the information contained in your letter and in letters received from others on the same subject. In addition, I have considered l
your.further concerns expressed in the December 15, 1980 meeting.
I have also considered information contained in reports of NRC inspections conducted at Vermont Yankee.
Based on the total bocy of information available to me, I

have determined that a full and public investigation into the concerns you raised is not warranted and that no basis exists that would require preventing the Vermont Yankee facility from resuming operation.
Accordingly, I have denied your requests.
The decision I have reached is set forth in the " Director's Decision" dated December 29. 1980.
A ccpy of that decision is enclosed for your information.
I I share your concern for the safety of nuclear power plants and will continue to enforce vigorously the Commission's safety ragulations.
