. NOTICE OF VIOLATION Georgia Power Company Docket No. 50-321 Hatch Unit 1 License No. DPR-57 During the NRC inspection conducted on April 11 - May 8, 1993, two violations of NRC requirements were identified.

In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions," 10 CFR Part i

2, Appendix C, the violations are listed below:

A.

Hatch Unit 1 Technical Specification (TS) 3.5.G states that when irradiated fuel is in the reactor vessel and the reactor is in the cold shutdown condition, both core spray systems and the low pressure coolant injection and containment cooling subsystems of the residual heat removal system may be inoperable provided that the shutdown cooling subsystem of the residual heat removal system is operable in accordance with TS 3.5.B.I.b and that no work is being done which has the potential for draining the reactor vessel.

Hatch Unit 1 TS 3.5.B.I.b requires that one residual heat removal loop with two pumps or two loops with one pump per loop shall be operable in the shutdown cooling mode when irradiated fuel is in the reactor vessel and the reactor pressure is atmospheric except prior to a reactor startup as stated in TS 3.5.B.I.a.

Contrary to this, on April 14, 1993, from about 9:00 am until approximately 11:15 am, both of the Unit I residual heat removal loops were not operable in the shutdown cooling mode.

Some irradiated fuel was in the vessel. The "A" loop of shutdown cooling was inoperable due to planned maintenance activities and the "B" loop was rendered inoperable due to a blown fuse in the control circuitry associated with the injection valve.

This is a Severity Level IV violation (Supplement 1).

This violation is applicable to Unit 1 only.

B.

TS 6.B.la requires that written procedures be established, implemented, and maintained as recommended in Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978

(" Typical Procedures for Pressurized Water Reactors and Boiling Water Reactors").

Section 1.d. of Appendix "A" of Regulatory Guide 1.33, recommends procedures for procedural adherence. Section 5 of Regulatory Guide 1.33 recommends that the licensee establish written procedures covering each safety related annunciator.

Preparation and Control of Procedures, step 5.3.2.2, requires that procedures be followed step by step in the order as written, unless the procedure specifically allows deviation.

Alarm Response Procedure 34AR-652-113-IS: Diesel Generator IA Inboard /0utboard Bearing Temperature High, requires shutdown of the diesel generator if it is in " test" and a high bearing temperature alarm is received (setpoint is listed at 180 degrees fahrenheit) and a high bearing temperature condition is confirmed.

Contrary to the above, on April 21, 1993, during performance of surveillance testing, the operators did not shutdown the 1A Diesel Generator when the generator outboard bearing high temperature alarm actuated and temperature was confirmed to be in excess of 180 degrees fahrenheit. This condition existed for about two hours and resulted in heating of the generator bearing in excess of the procedural limits.

This is a Severity Level IV violation.

This violation is applicable to Unit 1 only.

required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.

Resident Inspector, Hatch Nuclear Plant, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation:

(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.

If an adequate reply is not received within the time specified in this Notice, an order or demand for information may be issued as to why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
