I refer to your letter dated April 26, 1979, re-questing Executive Branch views as to whether issuance of an export license in accordance with the application hereinafter described would be inimical to the common defense and security of the United States: NRC No. XCOM0228 -- Application by Hoke In-corporated for authorization to export to Argentina via Canada bellows sealed instru-ment isolating valves valued at $31,992.00 for use in the Cordoba Nuclear Power Station. It is the judgment of the Executive Branch that the contemplated component export will not be inimical to the common defense and security of the United States and is consistent with the provisions of the Atomic Energy Act of 1954, as amended by the Nuclear Non-Proliferation Act of 1978, provided that the license is issued with an expiration date of December 31, 1979, as proposed by the applicant. The Government of Canada, by Note No. 107 dated March 1, 1979, confirmed that it had received assurances from the Government of Argentina covering exports for use in the Embalse Reactor, Cordoba Nuclear Power Station, regarding maintenance of IAEA safeguards,.no use for nu-clear explosives or for research and development of nu-CONFIDENTIAL UNCLASSIFIED UPON REMOVAL OF ENCLOSURE h
