SUBJECT:
SECTION 109b ASSURANCES FOR EXPORT OF REACTOR COMP 0NENTS TO CANADA FOR SUBSEQUENT REEXPORT TO CORDOBA, ARGENTINA The three criteria required for the export of reactor components under Section 109b of the Atomic Energy Act, as amended, have been met for this export of valves to Canada for subsequent installation in the Cordoba nuclear raactor facility in Argentina:by Note No.107 dated March 1,1979 from the Government of Canada to the U.S. Depart-ment of State (see classified document in Argentina files). This note confirms that the Canadian Government has received assurances from the Government of Argentina covering exports for use in the Embalse Reactor, Cordoba Nuclear Power-Station regarding maintenance ^
of IAEA safeguards, no use_ for nuclear explosives or for research and development of nuclear explosives and that no U.S.-provided ex-port from Canada would be retransferred from Argentina without prior-The Government of Canada in consent of the Government of Canada.
the same note provided an assurance that no such retransfer would' be permitted by Canada without_ prior U.S. Government consent.
It is the view of the Executive Branch that the assurances received from the Canadian Government meet the requirements of Section 109b of the NNPA.
Similar exports to Canada for reexport to Cordoba have been issued (XCOM0256 issued on July 5,1979 and XCOM022B issued on July 5,1979).
