INTRODUCTION The Technical specifications for the River Bend Station, Unit 1, state that the surveillance requirements for Inservice Ins American Society of Mechanical Engineers (ASME)pection and Testing of the Boiler and Pre'ssure Vessel Code Class 1, 2, and 3 components shall be applicable as follows:
Inservice Inspection of ASME Code Class 1, 2, and 3 components shall be performed in accordance with Section XI of the ASME Code and applicable Addenda as required by 10 CFR 50.55a(g), except where specific written relief has been granted by the Comission pursuant to 10 CFR 50.55a(g)(6)(1).
Pursuant to 10 CFR 50.55a(g)(5), if the licensee determines that conformance with an examination requirement of Section XI of the ASME Code is not practical for its facility, information shall be submitted to the Comission in support of that determination and a request made for relief from the ASME Code requirement, After evaluation of the determination, pursuant to 10 CFR 50.55a(g)(6)(i), the Comission may grant relief and may impose alternative requirements that are determined to be authorized by law, will not endanger life or property or the common defense and security, and are otherwise in the public interest, giving due consideration to the burden upon the licesee that could result if the requirements were itposed.

licem;ee) submitted Revision 3 of the First Ten-Year Interval Inservice Inspection (ISI)-ProgramPlanfor-theRiverBendStation, Unit 1.
The ISI Program Plan was written to meet the requirements of,the 1980 Edition Winter 1981 Addenda of Section XI of the ASME Boiler and Pressure Yessel Code, except that the extent of examination of Class 2 Removal (RHR) and Emergency Core Cooling.(piping welds in the Residual HeatEC 1974 Edition, Sumer 1975 Addenda as required by 10 CFR 50.55a(b)(2)(iv). The information in Revision 3 of the First Ten-Year Interval ISI Program Plan was reviewed.
In a letter dated July 5,1989, the staff requested additional information that was required in order to complete the review of the ISI Program Plan. Additional information was submitted by the licensee in a letter dated August 29, 1989.
By letter dated January 25, 1990, the licensee submitted revisions to two of the relief requests.

j The staff, with technical ess: stance from its Contractor, the Idaho National l
Engineering Laboratory (INEL), has evaluated these revisions to the program plan and the requests for relief from certain ASME Code requirements determined to be impractical for the River Bend Station, Unit 1, during the first inspection interval.
II.
EVALUAT,10N The staff notes that, in Revision 3 of the ISI Program Plan, the extent of examinst un of Class 2 piping welds was reduced by 93 branch connection welds in ECC systems with nominal branch pipe sizes less than 4 inches.
Paragraph IWC-1220(d) of Section XI of the ASME Code,1974 Edition, Sunener 1975 Addenda, exempts such welds with nominal branch pipe size less than 4 inches.
The staff also notes that ASME Code Cases that are not acceptable per NRC Regulatory Guide 1.147 have been referenced in Section 3.0 of the revised ISI Program Plan. The licensee stated in the August 29, 1989, response to the NRC request for additional information that Gulf States Utilities Company is not requesting that the NRC approve the use of the referenced Code Cases, but rather that the Code Cases were used as technical references while developing the River Bend Station, Unit 1, ISI Program Plan requests for relief.
Re<ision 3 of the ISI Program Plan for River Bend Station, Unit I has been evaluated for (a) application of the correct Section XI Code edition and addenda, (b) compliance with examination and test requirements of Section XI, (c) acceptability of the examination sample, (d) compliance with commitments made by the licensee prior to plant operation, (e) correctness of the application of system or component examination exclusion criteria, and (f) l adequate intormation in support of requests for relief from impractical Section XI Code requirements. The staff has determined that the licensee's ISI Program Plan,-Revision 3, for River Bend Staticn, Unit 1, reflects compliance with the requirements listed above.
The revised.ISI Program Plan contains relief requests previously evaluated by the staff that have been revised by the 1 & nsee. The information provided by the licensee in support of the revised requests for relief from i
l impractical requirements has been evaluated and the bases for grenting relief from those requirements are documented below. Unless otherwise stated, reference to the Code refers to the ASME Code,Section XI, 1980 Edition, Winter 1981 Addenda.
A.

-Relief Request RR0005 was previously evaluated and granted in the NRC SafetyEvaluation(SE)datedOctober 20, 1987. The licensee has revised i-Relief Request RR0005 to reduce the percentage of examination coverage of integral attachment weld SW35B on each of the following four lines from 70% coverage to 0% coverage:
IMSS-024-600-1, IMSS-024-700-1, IMSS-024-800-1, and IMSS-024-900-1.

.The reason for the coverage reduction was reported as a typographical error made on Revision 2 of the Request for Relief. The drawings provided with the relief re uest clearly reveal that the internal flued-end pene, dion welds SW35B)areunexaminable. However, the external flued-end peonration welds SW350) will continue to have a minimum surface examination covcrage of.70%. Because it has been determined that the internal flued-end penetration welds are unexaminable, it is oncluded that the examination ofthesewelds(SW358)isimpracticalandtnetcompliancewithSectionXI would result in hardship or unusual difficulties without a corresponding increase in the level.of quality and safety. Therefore,'the original disposition that relief is granted as requested remains unchanged for Relief Request RR0005.
A summary of this relief request can be found in Table 1 under numbers RR0005A and RR0005B.

Relief Request RR0007 was previously evaluated and granted in the NRC SE dated October 20, 1987.
In Revision 3, submitted September 2, 1988, the licensee revised Relief Request RR0007 to delete exempt welds (3/4 inch connections) and modify weld numbers for longitudinal welds to identify each 12-inch segment.
Revision 4 of Relief Request RR0007, submitted January 25, 1990, corrects pipe weld numbering errors discovered during the second refueling cutage.
Relief is requested from examining 100% of the Code-required weld volume.
The welds are accessible for and will receive the Code-required surface examination.-

Based on review of the licensee's revised request for relief, it is concluded that the revisions do not change the original disposition of this relief request. The burden upon the licensee that could result if the specific requirements of Section XI were. imposed on the facility is specified in the NRC's October 27,;1987 SE and continue to apply to these administrative changes involving corrections to weld numbers. Therefore, relief is granted as requested for Relief Request RR0007. A sumary of this relief request can be found in Table 1.

6-The accessible portions of the subject welds will receive the Code-required surface and volumetric examinations. As shown in the sketches attached to the. relief request, the only accessible areas are those outside of the radiation shielding plugs of the biological shield wall.
Based on review of the'11censee's revised request for relief, it is concluded that the revisions do not change the original disposition of this relief request.
The burden upon the licensee that could result if the specific requirements of Section XI were imposed on the facility is specified in the NRC's October 27, 1987 SE and apply to these additional welds that were inadvertently omitted from the previous revision. Therefore relief is granted as requested for Relief Request RR0013. A summary of this relief request can be found in Table 1.

CM'C L US_I,0,N Paragraph 10CFR50.55a(g)(4)requiresthatcomponents(includingsupports) which are classified as ASME Code Class 1, 2, and 3 meet the requirements, except design and access provisions and preservice requirements, set forth in applicable editions of ASME Section XI to the extent practical within the limitations of design, geometry, and materials of construction of the components.
Pursuantto10CFR50.55a(g)(5)(iii),thelicenseedetermined that conformance with certain Code requirements is impractical for his facility and submitted sup>orting information. The staff has reviewed the licensee's submittals and 1as concluded that there are cases where relief can be granted as requested.
Pursuantto10CFR50.55a(g)(6)(i),thestaff concludes that the requirements of the Code are impractical ar'd relief may be granted for the issues described in revised Requests for Relief RR0005 (Rev.3),RR0007(Rev.4),RR0011(Rev.3),andRR0013(Rev.3).
Such relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest.
This relief has been granted giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
The staff concludes that the River Bend Station, Unit 1. First Ten-Year Interval inservice Inspection Program Plan, through Revision 3, with the information provided and the s compliance with 10 CFR 50.55a(pecific written relief, constitutes the basis for g)andtheTechnicalSpecificationsandis therefore acceptable. Table 1 presents a summary of the reliefs requested and the status of the' requests as detern.ined by the staff.
