Amendment of Legislation Regarding Evacuation Plans for Nuclear Plant Site Areas l

ATTENTION:

Dear Mr. Garland:

A very pressing issue has emerged regarding an applicable federal regulation on the subject of evacuation planning for areas in which nu: lear plants are about to be

-licensed.

Specifically, the Shoreham Nuclear Power Plant, the licensing hearings for which are i

tbout to begin, lies on Long Island.

Being an island, Long Island should not be subject to the ten-mile radius standards of the evacuation planning that is required for nuclear plant areas. This is least of all justified for an island with the geographical features cf Long Island.

l The district that is represented by the undersigned covers the North and South Forks of Eastern Long Island.

I also enjoy the dubious distinction of representing the area which the Shoreham plant.is located.

The plant's location is slightly west of the North / South Fork. area.

Consequently, any casualty at the plant requiring evacuation will require the cost difficult evacuation scenario:

residents and visitors on the East End will have to flee to the plant in order to escape from it, unless boats and planes were available..

Clearly a ten-mile radius should not serve as the limit for the Shoreham Nuclear Plant.

In view of the foregoing, and with a view towards resolving this legislative inequity, a meeting with you and local officials from Suffolk County is hereby urgently requested.

Either New York or Washington would be acceptable as the site of this meeting.
