l As a result of the inspection conducted on September 22-25, 1981, and in accord-ance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the l
following violation was identified.
I 10 CFR 50, Appendix B, Criterion IX as implemented by Duke Power Company l
(DPC) Topical Report " DUKE-l-A" Section 17.1.9 requires measures be estab-t lished to assure that special processes, including welding are controlled.

Contrary to the above, on September 23, 1981, adequate measures were not l
established to assure that special processes :ncluaing welding were con-trolled in that the welding filler material. issue station issued type E-10018 electrodes in lieu of type E-7018 electrodes to three welders and cacumented that type E-7018 electrodes had been issued.
The type E-10018 electrodes went undetected by the issue station personnel and the three l
welders.
This is a Severity Level V Violation (Supplement II.E).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged viola-tion; (2) the reasons for the violation if aamitted; (3) the corrective steps which have been taken and the results achieved,~ (4) correctiv'e steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Consideration may be given. to extending your response time for good cause shown. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
The responses directed by this Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
