Subject: Inpsection 50-29/81-16
This refers to the routine safety inspection conducted by Mr. T. Foley of this
office on August 18-21 and September 8 - October 5,1981, at Yankee Nuclear
Power Station (Yankee Rowe), Rowe, Massachusetts of activities authorized by
HRC License No. DPR-3 and to the discussions of our findings held by Mr. Foley
with Mr. H. Autio of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the Office of Inspection
and Enforcement Inspection Report which is enclosed with this letter. Within
these areas, the inspection consisted of selective examinations of procedures =
and representative records, interviews with personnel, and observations by_the

inspector.

Based on the results of this inspection, it appears that one of your activities
i
was not conducted in full compliance with NRC requirements, as set forth in the--
Notice of Violation, enclosed herewith as Appendix A.

has been categorized into the levels described in the ~ Federal Register Notice
(45 FR 66754) dated October 7, 1980. This notice is sent to you pursuant to the
provisions of Section 2.201 of the NRC's " Rules 'of Practice " Part 2 Title 10,
Code of Federal Regulations. Although Section 2.201 requires'you to sutmiit to
this office, within 30 days of your mceipt of this notice, a written statement
of explanation, we note that this item of noncompliance was corrected prior to
the completion of our inspection, and therefon, no response with respect to
this matter is required.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, code of Federal Regulations, documentation of findings of your control
and accounting procedures for safeguarding special nuclear materials and your
facility security measures for physical protection am deemed to be connercial
or financial infomation within the meaning of 10 CFR 9.5(a)(4) and-shall be
subject to disclosure only in accordance with the provisions of 10 CFR 9.12;
themfore, the pertinent section(s)'of the enclosed inspection report will not
be placed in -the Public Document Room and will receive limited distribution.
Additionally, in accordance with Section 2.790 of the NRC's " Rules of Practice,"
