NOTICE OF VIOLATION Yankee Atomic Electric Company Docket No. 50-29 Yankee Nuclear Power Station License No. DPR-3 As a result of the inspection conducted on August 18-21 and September 8 -

October 5, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

Technical Specification 4.6.1.1 states, in part " Primary CONTAINMENT INTEGRITY shall be demonstrated:

a.

At least once per 31 days by verifying that:

1.

All penetrations not capable of being closed by OPERABLE containment automatic isolation valves and required to be closed during accident conditions are closed by valves, blind flanges, or deactivated automatic valves secured in their positions, except as provided in Table 3.6-1 of Specification 3.6.2, and Technical Specification 1.8 states, in part, "CONTAINNENT INTEGRITY shall exist when:

1.8.1 All penetrations required to be closed during accident condi-tions are either:

a.

Capable of being closed by an OPERABLE containment auto-matic isolation valve system, or b.

Closed by marual valves, 51ind flanges, or deactivated automatic valves secured in their closed positions, except as provided in Table 3.6 I of Specification 3.6.2.

Contrary to the above, during the period July 28, 1981 through September 23, 1981, Primary containment Integrity was not demonstrated once per 31 days in that the penetrations closed by manual containment isolation valves AS-V-720, MS-V-627, MS-V-628, MS-V-629 and MS-V-630 wers not verified to be closed.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201; Yankee Atomic Electric ':ompany would be required to submit to this office within thirty days of the date of thin Fotice, a written statement or explanation in reply, including: _ (1).

the corrective steps which have been taken and the results achieved; (2) correc-tive -teps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
