TURKEY POINT UNITS 3 & 4 We learned on 7/1/77 that, after the completion of refueling and the inspection of steam generators, FPL discovered that 11 row one tube plugs were missing. These plugs are about 6 inches in length and 0.775 inch in diameter.
FPL is in process of opening up the reactor again to try tc find these missing plugs. This will delay the re-start of Unit 4, and the schedule is not determined.
Potentially this incident may become a big problem should they not be able to find all these plugs, t,ecause they do not have a loose part monitoring system on site.
Besides, what assurance do we have that the plugs would not come loose and get back to the reactor again?
This makes the reliability of the explosive plugging method question-able. We are following the development closely.
FPL may request an extension of the Unit 3 operetion if they cannot get Unit 4 back to power before the scheduled shutdown for Unit 3 (was scheduled to come down on 7/16/77).
