Dear Howard:

As you requested, we have examined the material which you forwarded on the alternate proposals for the Nuclear Regulatory Commission's (fEC's) interim consolidation.

As discur.ad below, we do not believe that these options would provide an acceptable solution to NRC's space needs.

As shown in the attr hed table, the actual space available in Montgomery County is considu ably less (16%) than suggested by Mr. Gilchrist..The space which actually is available would not provide for an acceptable interim consolidation of the NRC.

An interim consolidation would at best eliminate two (Rockville and down-town) of the furthest outlying NRC locations by utilizing the limited space available in Bethesda.

This would: leave the agency in 8 buildings in 3 locaticas (Silvhr Spring and two in Bethesda); does not compare favorably to the proposed consolidation into 5 buildings in 2 locations; and is unacceptable to the Commission.

The only alternate consolidation which could be accommodated by the avail-able Montgomery County s. pace in Rockville would ' allow consolidation into 7 buildings in 2 locations.

This option poses several problems, nowever.

First, it would involve relocating the NOAA staff in the Rockwall I building to some other location.

Second, use of the Rockville buildings would also involve Congressional approval of GSA acquiring an additional lease for 185,000 square feet at an approximate cost of 52 million per year.

The thi.-d and most significant problem involves access to other Federal agencies.

Unlike the ultimate consolidation proposal in Silver Spring, neither Rock-ville nor Bethesda are served by Metro.

Thus, the entire agency would be left 3/4 to 1_-1/2 hours away from other agencies and the Congress with which there is significant interaction.

To put the consolidaticn issue into better perspective, one final point should be mentioned.

While it is true that a large fraction of the employees live in Montgomery County, 700 employees (about 1/3 of the agency) live in D. C., Virginia, and Prince -Georges County.

These employees would find the impact of a Rockville location adversely affect-ing their commuting burden.
