SUBJECT:
INTERIM CONSOLIDATION The Office of Management and Budget has directed the General Services Administration to provide for interim consolidation of the NRC activities '
into two principal locations, one in the Bethesda Triangle in suburban Maryland, and the other in the Matomic Building in the District of Columbia.
As a result of this directive, NRC activities currently housed in the Willste, Nicholson Lane and East-West Towers Buildings will be fb moved into other buildings in the Bethesda Triangle or to the Matomic Building.
Decisions on who will be moved have not been finally determined.
These decisions will be made after discussions with the Office Direc We anticipate that this interim consolidation could begin within the next few months and extend over several months. It is our expectation that this interim consolidation will enable the Commission and the staff to interact more effectively.

Dear Mr. Freeman:
7 The Kemeny Commission reported to the President that a' significant contributing factor to the management problems of the Nuclear Regulatory Commission (NRC), was the dis-persed headquarters facilities here in Washington.
The President has asked that we find a solution to the consoli-dation needs of the NRC.
I am aware that you are working on a prospectus for submission to OMS and the Congress for a long-term solution to this problem.
Houever, I know that it will likely take five or six years,.or possibly longer, to effect a space consolidation through that means.
I urge you to press forward with your proposals for a single f acil ~
ity.
I have determined that there is a pressing and immediate need to improve the headquarters operations of the NRC through an
'N interim consolidation.
v I would like you to plan and implement i
a consolidation of the NRC at 1717 H Street, N.W.
(The Matomic Building) and in NRC's present Bethesda locations.
This move would enable the NRC to collocate critical program elements in more than 250,000 square feet at 1717 H Street and cluster their remaining staff in Bethesda locations.
I would like you to inform the occupants of 1717 H Street of this decision and prepare a specific implementation plan using the following criteria:
(1)
The moves should be completed within 12 to 18 months.

Agencies leaving 1717 H Street should "back fill" vacated space created by'NRC movement from the Maryland suburbs.
The exceptions i
would be:
The Merit Systems Protection Board (which has a statutory requirement to remain in the Distric,t of Columbia).

The Office of Government Ethics, which has just raoved into 1717 H Street, should be allowed to remain.
Any minor adjustments for building residents you deem econon.ic and non-disruptive to the NRC consolidation.
(3)
The NRC would transfer funds to GSA's "reitabursable.
work authority" to cover the costs of all moves to and from 1717 11 Street.
These funds would not be used for new leasing of space--but rather for reloca-tion into NRC vacated space and 1717 11 Street.
We estimate these costs would not,cxceed $3 million.
(4). The MSPD will be expected to pay its new lease costs.
Any other agency requiring new lease space and justifying'such a decision must pay the new lease costs.
