APPLICATION FOR AMENDMENT NO. 1 TO NRC MATERIALS LICENSE NOS. SNM-1879 AND SNM 1852 ISSUED MAY 21, 1981 SAN ON0FRE NUCLEAR GENERATING STATION UNITS 2 AND 3 PROPOSED AMENDMENT Delete references to fire detection equipment in the fuel handling building (FHB) by revising the October 27, 1980 Amendment No. 2 to the License Application, Subsection 1.2 Storage Conditions, first complete paragraph on page 5 as follows:

" detection devices, alarms, and" 2.
delete:
"The detection devices, smoke, and fire-temperature-rate-of-rise heat detectors will activate alarms locally and in the control room in case of fire."
Basis for not providing fire detection in the FHB Fire detection devices are not needed in the FHB because 1.
The FHB is a controlled access area - the access door is locked and alarmed.
2.
Once/nour security patrols outside the entry door.
3.
There is a very low fire loading with essentially no combustibles in FHB. The only combustibles that have been identified in the F'iB are the following:
a.
Approximately 60 wood blocks (12" x 12" x 2") to support tubing which prevent use of spent fuel storage locations to assure quarter loading of new fuel in the dry spent fuel pool.
b.
Approximately 2 quarts of lube oil in the spent fuel cask crane gear box.
c.
Excore detector wooden crates.
4.
Fire suppression systems are CO2 extinguishers, standpipes with hose cabinets, and a fire truck.
