The measurements made by the NRC reference laboratory are trace-able to the National Bureau of Standards' Radioactivity Measure--

monts System by laboratory intercomparisons.

. licensees in NRC Region III to assist in developing a more uniform basis of laboratory comparisons in the conduct of the NRC Confirm-atory Measurements Program.

II.

III. Limits for Detectability i

The reported NRC reference laboratory results are reviewed to deter-mine if the results are above specific limits for detectability (ID).

Values below the LD are not used for comparison purposes.

Decay Correction NRC reference laboratory samples are counted approximately ten (10) days from sample collection.

Gross beta analysis is performed by both licensee and NRC reference laboratory on liquid samples at a pre-specified date approximately three (3) weeks from sampic collection.

Gas samples should be retained by licensees for recounting two (2)

'to six (6) days after sample collection.

Experience has shown that Xe-135 will mask Xe-133m and Kr-85 identification and quantification.

'La 14C is presently not decay corrected to time of sampling by the NRC reference laboratory.

Comparisons with La-140 are presently made for information purposes only.

Acceptance Criteria

" Criteria for Comparing Analytical Measurements" is l

utilized to determine whether results n'c in the agreement, dis-agreement, possible agreement, or no comparison category. For all NRC reference laboratory results above the LD, comparisons which are in ' agreement' or 'possible agreement' are considered accept-abic, while ' disagreement' or 'not reported b-licensee' are con-sidered unacceptable.

VI.

Report"ng of Results Results from the licensee's analytical measurements are to be received by NRC IE:III within 45 days of sample collection.

VII. Reports Information on the NRC reference laboratory's and licensce's results are analyzed by the NRC Coraputer Data Analysis System., The com-plcted report, example in Table I, is submitted to the licensee by l

the inspector during the exit interview of the Confirmatory Measure-ments Inspection. -

CRITERIA FOR COMPARING ANALYTICAL MEASilREllENTS

w This attachment provides criteria ' for compar.ing results of capability tests and verification measurements. The criteria are based on an

~

empirical relationship which combines prior experience and the accuracy needs of this program.

In these criteria, the judgment limits are variable in relation to the 4

comparison of the NRC Reference Laboratory's value to its associated one sigma uncertainty. As that ratio, referred to in this program as 4

" Resolution", increases, the acceptability of a licensce's measurement should be core selective. Conversely, poorer agreement should be con-sidered acceptable as the-resolution decreases.

The values in the ratio criteria may be rounded to fewer significant figures to maintain statistical consistency with the number of significant figurer reported by the NRC Reference Laboratory, uniera such rounding will renult in a narrowed category of acceptance.

The acceptance category reported will be the narrowest into which the ratio fits for the resolution being used.
