SAFETY EVALUATION OF PROPOSED CHANGES TO EMERGENCY ACTION LEVELS FOR DRESDEN UNIT 1 EMERGENCY PLAN (TAC No. M39254)

By letter dated September 1, 1993, as supplemented by letters dated October 1, November 30, December 17, December 21, and December 23, 1993, Commonwealth Edison Company (CECO) proposed changes to the Commonwealth Edison Generating Station Emergency Plan annexes.

Specifically, Revisions DRE-93-03, QCA-93-01, ZIN-93-01, LAS-93-02, BYR-93-01, and BRW-93-01 incorporated revised emergency action levels (EALs) based upon NUMARC/NESP-007, " Methodology for Development of Emergency Action Levels" (Revision 2, January 1992).

The NRC has endorsed NUMARC/NESP-007 as an acceptable method by which licensees may meet the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50.

In a letter dated December 29, 1993, the NRC notified CECO of the NRC approval of the revised EALs.

However, the December 29, 1993, letter and enclosed safety evaluation for the Dresden site did not reference the Dresden Unit 1 Nuclear Power Station.

We have completed our review of the revised EAls in DRE-93-03, applicable to Dresden Unit 1, and conclude that the revised EALs are consistent with the guidance in NUMARC/NESP-007 and therefore meet the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50.

Our safety evaluation input for the revised Dresden Unit 1 EALs is enclosed.
