CECO's and a response was provided in the reference (b) letter. The reference (c) letter contained a Request for Additional Information (RAI) concerning the fuel handler training program. Which person or group of persons has responsibility for the operation and maintenance of the support systems associated with the Unit I spent fuel storage pool?
CECO Response -
The operation of the Unit I fuel pool and support systems is provided by the Operations Department Fuel Handlers, Fuel Handler Supervisors and the Non-License Operator Equipment Attendants. The maintenance of the equipment is performed by the Maintenance Departments under the same programs and administrative controls which govern all other equipment maintenance at Dresden Nuclear Power Station.

What training do the personnel identified in question 1 receive related to Unit I spent fuel storage pool abnormal / emergency operations and procedures?
CECO Response -
Annunciator Procedure DAN 901-2 E-3 describes operator actions to be taken in the event of either high or low level in the D1 fuel pool, and includes potential pathways for water to exit the pool, and methods of supplying emergency make-up water to the pool.
In addition, a fuel handling procedure is being developed to address operator response to abnormal / emergency condition of a loss of Unit 1 fuel pool level. This procedure will be approved by December 22,1993. Training on this l
new procedure will be provided to all Licensed and Non-licensed operators by the j,
end of the first quarter 1994.

The position of fuel handler at Commonwealth Edison is classified as a non-licensed operator position for training purposes. The fuel handlers are not formerly licensed individuals. The fuel handlers are qualified under the guidance of the INPO accredited fuel handler training program. The Unit 1 fuel handler tasks are contained in the Fuel Handler OJT program, and include:

Perform Unit 1 Fuel Movement 2.
Inspect Unit 1 Spent Fuel Storage Pool Grapple 3.
Inspect the Unit 1 overhead crane 4.
Operate the Unit 1 overhead crane f
i Fuel Handlers are supervised by a licensed SRO-L or SitO, and are only authorized to move fuel under the supervision of a licensed SRO-L or SRO.

If fuel handlers completing the submitted training program are only authorized to move fuel under the supervision of an SRO-L or an SRO, what training do the supervisors receive on handling Unit 1 fuel and on the Unit I spent fuel storage pool support systems prior to supervising Unit I fuel movements?

Fuel handler supervisors are included in the continuing training program for fuel handler supervisors, which is an INPO accredited program. Continuing training is currently scheduled for September 1993, with training on the Unit 1 overhead crane to be provided to all fuel handlers and fuel handler supervisors.
