WITHHOLDING PROPRIETARY INFORMATION FROM PUBLIC DISCLOSU GENERATOR TUBE INTERIM PLUGGING CRITERIA, CATAWBA NUCLEAR STATION, UNIT NO. 1, CYCLE 8 By letter dated October 5, 1993, Duke Power Company (DPC) submitted proposed changes to the Catawba Nuclear Station Technical Specifications' requesting renewal of the voltage based steam generator tube interim plugging criteria i
for Unit 1 for use during Cycle 8.

Plugging Criteria for Catawba Unit 1," (Proprietary). A non-proprietary version (WCAP-13855) was also submitted.
These reports present an update of j
information on the main steam line break leakage calculations for Cycle 8 to reflect: (1) the addition of tube pull burst and leak test data to the EPRI 3/4-inch diameter tubing database, and (2) the guidance of the draft NRC report, NUREG-1477, " Voltage-Based Interim Plugging Criteria for Steam Generator Tubes-Task Group Report."

By letter dated September 28, 1993 Westinghouse re(quested that theCAW-93-522), an affidavit dated September 29, 1993, proprietary information be withheld from public disclosure pursuant to 10 CFR Section 2.790 in accordance with the following criteria:
The information reveals the distinguishing aspects of a process (or a.
component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over other companies.

The information consists of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.), the 4
application of which data secures a competitive economic advantage, e.g., by optimization or improved marketability.
The information's use by a competitor would reduce his expenditure of c.
resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing A a similar product.

or customer funded development plans and programs of potential commercial value to Westinghouse.
The NRC staff has reviewed Westinghouse's information based on the l
requirements and criteria of 10 CFR 2.790 and, on the basis of Westinghouse's l
statement, has determined that the submitted material :;ought to be withheld contains proprietary commercial information. Therefore, the proprietary information will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act, as amended.
l Withholding from public disclosure shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.
If the need arises, we may send copies of this information to our consultants working in this area.
We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
If the basis for withholding this information from public disclosure should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC.
You should also understand that the NRC may have cause to review this determination in the future, for example, if the scope of a Freedom of Information Act request includes your information.
