Catawba Nuclear Station Docket Nos. 50-413 and 50-414 Technical Specification Amendment CLA Water Volume And ECCS Subsystem Surveillance Requirements Attached are proposed changes to the Catawba Nuclear Station Technical Specifications affecting cold leg accumulator contained borated water volume and ECCS subsystem smveillance requirements. These changes are needed to ensure that the Tech Specs correctly reflect the appropriate operability requirements for cold leg accumulator water volume and surveillance reauirement values for the Centrifugal Charging Pmnps (CCPs),

Safety Injection Pumps (SIPS), and Residual Hert Removal Pumps (RHRPs) to prevent possible runout conditions during a LOCA event. This change is being made to both Units 1 and 2 to maintain consistency between units.

Duke Power Company was notified by Westinghouse and Dresser / Pacific Pumps of changes to the generic nmout limits for the CCPs and SIPS at Catawba. This new information indicated that the flow rate values given in Tech Specs may be non-conservative in preventing mnout conditions following a LOCA. To correct this problem, Catawba instituted compensatory actions as temporary measures until a Tech Spec change could be developed.  !

ECCS subsystem flow balancing is normally performed during outages. As a result, the upcoming Unit 1 End-Of-Cycle 7 outage is the appropriate time to correct this situation.

This will allow the Unit 1 ECCS subsystems to be properly configured to ensure the affected pumps are operated within the limits specified by the manufacturer. Flow data obtained during the most recent Unit 2 outage indicates the Unit 2 ECCS pumps presently meet the proposed surveillance requirement limits. As a result, the Unit 2 changes can be implemented with the Unit I changes. Therefore, it is requested that this submittal receive i timely review and approval in order to meet the schedule for the Catawba Unit 1, Cycle 8 stanup. Startup is currently scheduled for December 24,1993.

the same page of Tech Specs (3/4 5-1) as changes which were submitted on September 7, 1993 for the Unit 1 Cycle 8 Com Reload Report. The changes mquested in the reload report are also needed for stanup of Unit I for Cycle 8. These changes will need to be )

coordinated to ensure this TS page is properly revised as requested under both submittals. '
