SUHKARY The Semiannual Effluent and Vaste Disposal Report is a detailed listing of radioactivity released from the Davis-Besse Nuclear Power Station during the period from July 1, 1990 through December 31, 1990.
T1.is report provides the folloving information:
Summation of the quantities of radioactivity released in gaseous and liquid effluents, Summation of the quantities of radioactivity contained in solid vaste packaged and shipped for offsite disposal at federally approved sites, and A listing of all radioactive effluent monitoring instrumentation required by Technical Specifications, but which was inoperable for more than 30 days.
During this reporting period, there vere no changes to the Offsite Dose Calculation Manual, or the Process Control Program.
Environmental samples were available from the normal collection locations during this reporting period.
There vere no nev locations for dose calculations or environmental monitoring identified by the 1990 Land Use Census.
During the period of July 1 through December 31, 1990, the maximum individual offsite dose due to radioactivity released in effluents was approximately:

These' doses are only a small fraction of the limits set by the NRC in the Davis-Besse Technical Specifiestions. The maximum whole body dose to the public during this semiannual period was approximately 5.64E-02 mrem due to radioactivity released in liquid effluents.
This represents approximately 1.9% of the annual Technical Specifications dose limit for a member of the public.
The offsite gamma and beta air
]
doses due to radioactivity released in gaseous effluents during this semiannual period vere 4.25E-03 mrad, and 9.48E-03 mradt each was less than 0.5% of the annual Technical Specifications dose limits.
Prior to the 1990 outage, a small primary-to-secondary leak existed in one of the two steam generators.
As a result, there exist several additianal normal release pathvays.
For gaseous effluents, these patbLays include the auxiliary feed pump exhaust, the main steam safety svstem and the atmospheric vent valve system.
For liquid effluents, ine additional pathways include the Turbine Building drains via the settling basins.
Relaases which occurred via these pathways are included in the normal release tables in this report.
The gaseous release associated with the unplanned reactor trip which occurred on December 13, 1990 was quantified and included in the abnormal release sections of this report.
A liquid release of tritium which occurred from May through August 1990 caused by a corroded effluent pipe was quantified and included in the abnormal release sections of this report.
The cover letter to the previous Semiannual Report mentions a change in iodine and particulate collection ef ficiency tor releases through the station vent. The station vent sampling flow rate dropped due to modifications made in mid-1989 and mid-1990 from approximately 3 scfm to about 2.5 sefm.
This drop in flow rate necessitated the use of a different sampling efficiency in quantifying amount of iodines and particulates released via the station vent.
Effective September 21, 1990, a collection efficiency of 0.72 for iodines and particulates replaced the previous value of 0.91.
This is a conservative value corresponding to a sampling flow of 2.0 scfm.
It is being used on an interim basis until Engineering determines a more correct collection efficiency.
The Semiannual Effluent Reports submitted for 1989 and 1990 report all quantities of iodines and particulates in gaseous releases with plus or minus 25 percent error.
Correcting the 1989 and 1990 activities and resultant doses to reflect the 0.72 efficiency would produce new values that are within 25 percent of the reported values.
Therefore, the licensee vill not submit addendums to any previous Semiannual reports due to the change in iodine and particulate collection efficiency of the station vent monitors.

MAKIMllM PERMISSIBLE CONCENTRATION'
-_The maximum permissible concentrations (MPC) for liquid and gaseous
-effluents at and beyond the site boundary are listed in 10 CFR 20 Appendix B, Table II, Column 2. vith the most restrictive HPC being used_in all cases.
For dissolved and entrained gases-the MPC of 2.0E-04 uCi/ml is applied.
This HPC is based on the Xe-135 MPC in air (submersion dose) converted to an equivalent concentration in water.as discussed in the International Commission on Radiological Protection (ICRP), Publication 2.

AVERAGE ENERGY The Davis-Besse Technical Specifications limit the dose equivalent rates due to the release of fission and activation products to less than or equal to 500 mrem / year to the total body and less than or equal to 3000 mrem / year to the skin.
Therefore, the average beta and gamma energies (E) for gaseous effluents as described in Regulatory Guide 1.21, 'Heasuring, Evaluating, and Reporting Radioactivity in Solid Vastes and-Releases of R&dioactive Materials in Liquid and Gaseous Effluents from Light-Vater-Cooled Nuclear Power Plants," is not app'licable.

Fission and Activation Gases
- 1. These gases, excluding tritium, are collected in a marinelli beaker specially modified for gas sampling, steel bombs, or glass vials and are counted on a germanium detector for principal gamma emitters. Detected radionuclides ere quantified via gamma spectroscopy.
- 2. Tritium gas is collected using a bubbler apparatus and counted by liquid scintillation.

ABNORMAL RELEASES There vas one abnormal gaseous release due to an unplanned reactor trip on December 13, 1990. The resultant gaseous release of 3.05E-03 Ci through the atmospheric vent valves and main steam safety valves was c,uantified and included in Table 4 and Table 9 Section E.
During the period from May to August 1990, a corroded pipe routing condenser sump vater to the settling basins enabled slightly radioactive water to leak into the ground adjacent to the cancelled Unit 2 and 3 intake.
About 3.75 million gallons of effluent with an approximate trit'.u.r. concentration of 5.2E-06 uCi/ml migrated into the intake forebay during this 3-month period.
The tritiated water was further diluted as it was drawn into the station (26.3 million gallons / day). Quantities of activity released and offsite dose due to this occurrence are listed for the third quarter of 1990 in Table 7 and Table 10, Section D.

DOSE TO PUBLIC DUE TO ACTIVITIES INSIDE THE SITE BOUNDARY In accordance with Technical Specification 6.9.1.11, the Semiannual Effluent and Vaste Disposal Report shall include an assessment of radiation t'ses from radioactivity released in liquid and gaseous effluents to sembers of the public due to their activities inside the site boundary.
In special instances, members of the public are permitted access to the radiologically controlled area within the Davis-Btsse station.
Tours for the public tre conducted with the assurance that no individual vill receive an appreciable dose due to radioactivity released in gaseous or liquid effluents (i.e., not more than a small fraction of the 40 CFR 190 dose standards).
The Visitor Center located inside the Davis-Besse Administration Building (UBAB) is also accessible to members of the public.
Considering the frequency and duration of the visits, the resultant dose vould be a small fraction of the calculated maximum site boundary dose. The dose from gaseous effluer.ts as modeled for the DBAB Visitor Center is considered the controlling factor when evaluatir.; doses to members of the public frcm activities inside the DBNPS Semlannual Effluent Report 7

The equations in the Offsite Dose Calculation Manual (00CM) may be used for calculating the potential dose to a member of the public for activities inside the site boundary.
Based on these assumptions, this dose vould be at least a factor of 400 less than the maximum site boundary air dose as calculated in the ODCH.
There are no areas onsite accessible to the public where exposure to liquid effluents could occur. Therefore, the modeling of the ODCH conservatively estimates the maximum potential dose to members of the public.

INOPERABl.E RADICALTIVE EFFLtIENT MONITORING E0tlIPMFNr The following radioactive ef fluent monitoring equipment, required to be= operable by Davis-Besse's Technical Specifications Sections 3.3.3.9 and 3.3.3.10, was inoperable for more than.30 days during this reporting period.
Total Dilution Flow Computer Point F-201 vas declared i
inoperable.on March 3, 1990 due to failure of flov element FT-3611.
It has remained inoperable through the 3rd and 4th quarters of 1990.
Systems Engineering is in the process of determining how to replace the flov element during the current operating cycle.-
'The Vaste Gas Storage Tank (VGST)-112/02 monitor, AE5984 vas declared inoperable on October 2,.1990 due to failure of a sensing element.
It has remained inoperable through the 4th quarter of 1990.- Investigation of the root cause has
-indicated a system design problem that leads to premature failure of sensing elements.
A solution to the design _ problem is being_ pursued by Station Instrument and Control personnel.

The joint frequency distribution (JFD) tables represent the frequency of occurrence, in number of observations, that a particular wind speed, wind direction, and Pasquill atmospheric stability classification occurred simultaneously.
