Arkansas Nuclear One - Unit 1 Docket No. 50-313 License No. DPR-51 Technical Specification Revision to ANO-1 Reactor Building Tendon Surveillance Requirements Gentlemen:

Attached is a Technical Specification change request concerning the reactor building tendon surveillance requirements for the tenth year and all subsequent inspections at Arkansas Nuclear One - Unit 1 (ANO-1). Our requested change is indicated by the vertical lines at the right side of this attachment. Currently, the ANO-1 Technical Specifications require reactor building tendon surveillances to be performed at 1, 3 and 5 years, and each 5 years thereafter. These surveillances are required to consist of l inspections of a total of twenty-one (21) tendons. The 1, 3 and first l 5 year surveillances have been completed, and we curr.zatly plan to initiate work on the second 5 year (i.e.10th year) inspection in February 1983.

In the process of preparing for this inspection, we have noted that the current Technical Specifications are more restrictive than required by current NRC requirements and those imposed on many other operating reactors, including ANO-2. Specifically, NRJ Regulatory Guide 1.35, Revision 2, allows for a reduction in the number of tendons inspected from 21 to 9 for inspections beginning with the second 5 year inspection (provided the previous inspections show acceptable results). The current ANO-1 Technical Specifications do not provide for such a reduction. The content of Regulatory Guide 1.35, Revision 2, and the results of our previous tendon g

Mr. J. F. Stolz January 26, 1983 NRC Regulatory Guide 1.35, Devision 2 Regulatory Guide 1.35, " Inservice Inspection of Ungrouted Tendons in Prestressed Concrete Containment Structures," describes a basis acceptable to the NRC staff for the development of an appropriate inservice inspection and surveillance program for ungrouted tendons in prestressed concrete containment structures af light-water-cooled reactors. Revision 2 is the latest approved NRC guidance applicable to our attached Technical Specification change request for ANO-1.

Regulatory Guide 1.35, Revision 2, Section C.2.2 states, in part, that for

" typical" containment inspections, such as AN0-l's, conducted at 1, 3 and 5 years (i.e. the testing of 6 dome tendons, 5 vertical tendons, and 10 hoop tendons - all randomly but representatively distributed), "if the inspections... indicate that there are no problems with prestressing tendons in containment structures," then the number of tendons required for future inspections may be reduced from twenty-one (21) to nine (9) and effectively consisting of 3 dome, 3 vertical and 3 hoop tendons, all randomly but representatively distributed.

AN0-1 Reactor Building Tendon Surveillance Reports The results of AP&L's 1, 3 and 5 year Reactor Building Tendon Surveillances for AN0-1 were previously sent to NRC per our transmittal letters dated September 11, 1975, (1CAN097510) November 4, 1977, (1CAN117705) and August 22, 1979, (1CAN087909) respectively. Minor revisions to our 5 year report were submitted in our letter dated October 15,1979,(1CAN197914).

We feel it significant to point out that the discrepancies identified in our tendon surveillances have been addressed and satisfactorily resolved in the above reports. More importantly, no service related wire breaks were encountered in any tendon. Consequently, we have determined that there has been no abnormal degradation of the AN0-1 containment structure tendon system based on the overall acceptability of the results of our testing history.

Conclusions

! Based on the above information, we feel our request to reduce the number of tendons requiring inspection is justified. This proposed change will greatly reduce the cost of future required inspections while continuing to provide adequate assurance of the integrity of the ANO-1 reactor building tendon system and conformance with NRC's guidance on this issue.

Therefore, pursuant to the requirements of 10CFR170.22, we have determined this to be a Class III amendment since the basis for the acceptability of our request is " clearly identified by an NRC position" which we referenced I
