EVENT DESCRIPTION AND PR08A8LY CONSEQUENCES 10 l1l1l lOn 12/5/82 while performina the reactivity coefficients at power test procedure at 50% full power, the core l

11111 loperatino limit supervisory system (COLSS) power operating limit (POL) alarm was received. The center control l l1l1l lelement assembly (CEA). CEA 6-1, was being inserted as reautred by the test procedure. When CEA 6-1 exceeded l l111l lthe deviation from aroup limit, a CEA deviation penalty was applied to the COLSS DNBR and LPD calculations.

l 11l1l lThis reduced the POL from approximately 120% to approximately 45% which was less than the actual calorimetric l l1l1l l power of 50%. Consultation with Comoustion Enaineerino revealed that the penalty factor in COLSS at the time l l1l1l lof the occurrence was overly conservative for the testina CEA configuration. effects for the center CEA are negifgtble compared to the peripheral rods within Group 6; therefore, since the penalty factor in COL 55 was based on the peripheral CEA misalignment, the COL 55 calculations were overly conservative. If the correct penalty factor had ten inserted for the test configuration, the COLSS POL would not have been exceeded. Although the COL 55 alarm was received during the test, the actual margin for the conditions of the test remained satisfactory. This event is reportable per Technical Specification 6.9.1.9.b.

There have been no siellar LER's.
