Dear Commissioner Rowden:

I I understand that there were two nhydrogen" explosions at Millstone #1 irt Connecticut on Dece=l:er lh,1977. There are conflicting stories about what happened, consequently, I am writing to you.

I am interested in getting answers to the follcwing questions, with your assistance 1

1. - What happened at M111 stone #1 on December lh,1977?

a.

Were there any injuries? If so, how many, how serious?

Current status?

b.

Were there any deaths? If so, how marg?

4 How much radioactive material, in curies, was released into c.

the air, surface and groundwater and which radionuclides were j

Has such an accident happened at Millstone #1 or #2 in the past? If so, when and how serious was it?

r Finally, I was not aware that accidents such as the one at Millstone #1 invohin; release of radioactive materials into the air, surface and groundwater and injury to workers were occurring. true, I want to know the magnitudo of this problem and what the Nuclear Regulatory Co:rtission in doing about it. I would approciato the follcwing information:

1.

Do such " hydrogen" explosions occur at other nuclear power plants 1

l in the United States? If so:

Where have such accidents occurred?

Dates of these accidents ?

Amount of radioactivo matorial, in curies, released into the c.

air, surfaco and groundwater and the radionuclidos involved?

d.

Wore any workers or other staff injured? If so, how nany and current status? Woro any killed? If so, how many? Whore?

Woro any of those plants "scra.m.od"? If so, which ones and what was the reason? Whon did the scran occur?

2.

Is the Nuclear Regulatory Com tission engaged in monitoring for radio-nuclidos roloased from existing nuclear power plants? If so, is this data availablo.

If not, why is NRC not monitoring such dischargos for release of radionuclides?

Does NRC do any monitoring during thoso "hyd: ogen"' explosions?

3. What action, if any, has NRC taken to dato to stop the discharge of radionuclides into the environaont? What plans for tho future?

5. Are thoro other " accidental" or "routino" rolcasos of radionuclidos which the public is not aware of?
6. Who has the responsibility to noti.fy the people of Minnesota when such accidonts occur in Minnesota?
