identify the cause and consequences of the December 13, 1977, off-gas system detonations, and the actions taken to prevent similar events, this office concurs with your conclusion that nomal operations may be resumed with no threat to the health and safety of the general public or torkers at Millstone Nuclear Power Station, Unit No.1.
